CDA Chairman Usec. Joseph B. Encabo together with Hon. Mayor Leopoldo N. Bataoil of Lingayen, Pangasinan, signed the Deed of Usufruct for the construction of CDA Region 1 Extension Office at Lingayen, Pangasinan.
