Assistant Secretary Jesus Ferdinand “Andy” De Perio Ortega is an accomplished public servant, labor leader, and transport sector executive whose distinguished career spans more than three decades of leadership in both the private and public sectors. Renowned for his unwavering commitment to worker welfare, institutional governance, and transport modernization, he has consistently championed reforms that promote safe, efficient, and sustainable public transportation for the Filipino people.

A graduate of the University of the Philippines Manila, Assistant Secretary Ortega comes from a respected family of public servants in the Province of La Union. He began his professional career with Philippine Airlines (PAL), where he served with distinction as a Flight Attendant for 35 years.

Alongside his aviation career, he devoted 30 years to labor and trade union leadership through the Flight Attendants and Stewards Association of the Philippines (FASAP). Rising through the ranks as Union Representative, Auditor, Vice President, and eventually President, he became a steadfast advocate for workers’ rights, social protection, and organizational excellence. His expertise in financial governance was further demonstrated through his service as Co-Chairman of the FASAP Retirement Fund Board, where he helped strengthen retirement security and institutional accountability.

Building on this extensive experience in organizational leadership and cooperative governance, Assistant Secretary Ortega entered public service as Chairman of the Office of Transportation Cooperatives (OTC). During his tenure, he played a pivotal role in advancing the government’s transport modernization agenda, supporting the transition from the Public Utility Vehicle Modernization Program (PUVMP) to the broader Public Transport Modernization Program (PTMP). He led initiatives that strengthened transport cooperatives, enhanced fleet management systems, and expanded transport education and capacity-building programs across the country.

Most recently, he served as Undersecretary for Road Transport and Infrastructure at the Department of Transportation (DOTr), where he oversaw strategic policies, regulatory reforms, and infrastructure initiatives aimed at improving mobility, enhancing road safety, and elevating the quality of public transportation nationwide.

Known to colleagues and stakeholders simply as “Andy,” Assistant Secretary Ortega is widely respected for his collaborative leadership, integrity, and dedication to public service. His lifelong commitment to empowering workers, strengthening transport cooperatives, and modernizing the Philippine transportation system continues to leave a lasting impact on the nation’s pursuit of inclusive and sustainable development.
