CANDON CITY, ILOCOS SUR – The Cooperative Development Authority (CDA)–Ilocos Sur Developmental Team successfully conducted an Orientation on Cooperative Registration for twenty-one (21) personnel from the Department of Social Welfare and Development (DSWD) – Ilocos Sur on August 13, 2025, at the ABC Hall, Candon City Hall.

This activity forms part of CDA’s continuing efforts to foster collaboration with partner agencies in promoting inclusive economic growth. It was specifically organized to equip DSWD staff with essential knowledge on the formation, registration, and governance of cooperatives, enabling them to provide accurate guidance and technical assistance to their Sustainable Livelihood Program Associations (SLPAs). By gaining a deeper understanding of the cooperative model, the DSWD personnel will be better prepared to assist SLPAs in transitioning into fully registered, self-reliant cooperatives capable of sustaining long-term livelihood opportunities.

Provincial Cooperative Development Specialist (PCDS) Florentino Lorenzana served as the main resource speaker, offering a comprehensive discussion on the legal framework of cooperatives, their guiding principles, and operational structures. His presentation emphasized the vital role that cooperatives play in community empowerment and poverty reduction. Cooperative Development Specialist II (CDS II) Ms. Joy P. Basingel followed with a detailed walkthrough of the cooperative registration process, including documentary requirements, compliance procedures, and practical tips to ensure smooth processing. They also addressed common issues encountered during the registration stage, helping participants gain clarity and confidence in guiding prospective cooperative members.

An open forum was held after the orientation, where participants raised questions and sought clarification on specific scenarios related to SLPA conversion. This exchange allowed CDA and DSWD to establish a shared understanding and unified approach in facilitating the transformation of livelihood associations into formal cooperatives.

Through this joint effort, CDA and DSWD reaffirmed their partnership in championing cooperative development as a sustainable strategy for economic empowerment, poverty alleviation, and community-driven growth in Ilocos Sur. The orientation not only strengthened institutional linkages but also reinforced the shared vision of creating resilient and self-sufficient communities through cooperative enterprise.
