CDA Participates in Legislative Awareness Week of LGU–Sta. Maria, Ilocos Sur

STA. MARIA, ILOCOS SUR – The Cooperative Development Authority (CDA), through CDS II Joy P. Basingel of the CDA Ilocos Sur Field Office, served as a resource speaker during the Sangguniang Bayan’s 2025 Legislative Awareness Week. The event, held from September 8–12, 2025, carried the theme “Engage, Empower, Influence,” with the lecture conducted on September 10 at the Sta. Maria Sports Complex.

 

 

In her presentation, Ms. Basingel recognized the Local Government Unit of Sta. Maria for its strong commitment to the implementation of Participatory Governance. She emphasized the vital role of non-government organizations (NGOs) and civil society organizations (CSOs) in the decision-making and monitoring of government programs and projects, particularly in their own communities. She noted that the active engagement of people in every program fosters democracy, transparency, and accountability, while also empowering citizens to become more involved partners in development.

 

 

The resource speaker also discussed the distinct difference between cooperatives and associations, highlighting the benefits, privileges, and responsibilities of cooperatives in society. She stressed how cooperatives contribute to economic development, social inclusion, and community empowerment. Furthermore, she presented the various programs and services of CDA in partnership with other government agencies that are designed to strengthen the cooperative sector.

 

 

Ms. Basingel further recommended the appointment or designation of a Municipal Cooperative Development Officer (MCDO) to enhance the participation of cooperatives in government activities and ensure stronger collaboration between the LGU and the cooperative movement.

 

 

The event gathered approximately 85 participants from different sectors, including associations, cooperatives, and religious groups. It was also graced by the presence of the Sangguniang Bayan Members, headed by the young, energetic, and dynamic Vice Mayor Hon. Rema Pazvia D. Cabatu, along with their staff and CSO Officer Mr. Diosdado Mendoza.

The CDA’s participation underscored its commitment to empowering people through cooperatives and strengthening partnerships with LGUs and CSOs in pursuit of inclusive growth and participatory governance. (Joy P. Basingel, CDS II)
