CDA Region I, LGUs, and NGAs Strengthen Partnership for Cooperative Development in La Union

SAN JUAN, LA UNION — September 2, 2026 — The La Union Provincial Cooperative Development Council (LUPCDC), together with the Municipal/City Cooperative Development Councils (M/CCDCs) of the province, held its 3rd Quarterly Meeting on September 2, 2026, at the Multi-Purpose Training Center, Municipality of San Juan, La Union.

The quarterly meeting provided an avenue for cooperative development stakeholders to discuss updates, strengthen coordination, and identify collaborative initiatives that will further support the growth and sustainability of cooperatives in the province.
During the gathering, the Regional Director of the Cooperative Development Authority (CDA) Region I recognized the LUPCDC and the MCDC/City Councils of La Union as among the most active Cooperative Development Councils in Region 1. He commended their consistent participation, coordination, and commitment to advancing cooperative development at the local level.

The Regional Director emphasized the importance of establishing stronger and more sustainable partnerships with the local government units (LGUs). In this regard, he expressed his intention to forge Memoranda of Agreement (MOAs) with the municipalities and the Provincial Government of La Union to formalize their shared commitment to cooperative development.

These partnerships are envisioned to strengthen coordination between the CDA and LGUs, provide clearer areas of collaboration, and ensure sustained support for programs and initiatives benefiting cooperatives and their members.

The Regional Director also recognized the continuous support of the Provincial Government of La Union to the CDA and the cooperative sector. He expressed appreciation for the Provincial Government’s cooperation and assistance in various CDA activities and initiatives, noting that such support plays an important role in creating an enabling environment for cooperatives to grow and thrive.

At the same time, he highlighted the need to further strengthen collaboration with the national government agencies (NGAs) present during the meeting. Through stronger inter-agency partnerships, cooperatives may gain greater access to opportunities for product marketing and promotion, product showcasing, capacity-building, technical assistance, livelihood programs, market linkages, and other appropriate government interventions.

The Regional Director encouraged the councils, LGUs, NGAs, and cooperatives to identify partnerships that are practical, responsive, and beneficial to the cooperative sector, particularly those that can help cooperatives expand their markets, showcase their products, improve their capabilities, and create sustainable opportunities for their members.

The meeting underscored that meaningful cooperative development requires strong partnerships among the CDA, Provincial Government, municipalities and cities, national government agencies, Cooperative Development Councils, and cooperatives themselves.
With the active participation of the LUPCDC and MCDC/City Councils, the continued support of the Provincial Government of La Union, and strengthened partnerships with LGUs and NGAs, La Union continues to demonstrate a collaborative and proactive approach toward building a stronger, more resilient, and more vibrant cooperative sector in the province and across Region 1.
