San Fernando City, La Union – The La Union Provincial Cooperative Development Council (LUPCDC) and the City/Municipal Cooperative Development Officers (C/MCODOS) convened their First Quarter Joint Meeting for CY 2026 at the PDRRMO Training Hall, Sevilla, San Fernando City on February 19, 2026.
The meeting was formally opened and presided over by Chairperson Juanito S. Malazo, Jr, who highlighted the importance of collaboration among cooperative stakeholders in sustaining inclusive growth and strengthening the cooperative movement across the province.

Key Highlights of the Meeting
- Message from the Provincial Government The gathering was graced by Hon. Justo Orros, Executive Assistant III, representing Hon. Gov. Mario Ortega. In his message, he reaffirmed the provincial government’s support for cooperative initiatives, emphasizing their role in empowering communities and driving local economic development.
- Ms, Gemma N. Macusi, OIC OPG-PCDO presented the Programs, Projects, and Activities for CY 2026 of LUPCDC and C/MCODOS, focusing on capacity-building, cooperative education, livelihood support, and strengthening partnerships with local government units and national agencies.
- CDA Updates . Ms. Constancia A. De Guzman of Cooperative Development Authority (CDA) provided updates on new policies, compliance requirements, and upcoming initiatives aimed at enhancing cooperative governance and sustainability. These updates were discussed to ensure alignment with national standards and to guide local cooperatives in their operations.
- Benchmarking Initiatives – Benchmarking was also tackled during the meeting, highlighting the importance of learning from best practices of other provinces and municipalities. This initiative seeks to enhance cooperative operations in La Union by adopting proven strategies and innovative approaches from successful cooperative models.
The meeting underscored the shared commitment of the provincial and municipal cooperative development officers to advance cooperative programs in La Union. With strong support from the provincial leadership, various line agencies and the CDA, the cooperative sector is poised to play a vital role in achieving inclusive growth and resilience in 2026.
