
As the cooperative sector continues to expand its role in delivering financial services to members, the need to uphold consumer protection standards has become increasingly vital. Recognizing this, the Cooperative Development Authority (CDA) Region 10, in coordination with the City Cooperative Development Council of Cagayan de Oro (CCDC-CDO) and the City Government of Cagayan de Oro through the Community Improvement Division (CID), conducted the Orientation on the Financial Products and Services Consumer Protection Act (FCPA), and Memorandum Circular No. 2025-08 on the Establishment of the Financial Consumer Protection Assistance Management System (FCPAMS) on April 8, 2026 at the FICCO Admin Building, Carmen, Cagayan de Oro City. The activity served as a timely platform for medium and large cooperatives in Region 10 to deepen their understanding of their responsibilities in protecting the rights and welfare of financial consumers.
The orientation gathered cooperative leaders, local government partners, and CDA officials in a shared effort to promote fair, transparent, and responsive financial service practices within the cooperative sector. Messages of support were delivered by partner and agency representatives, while the rationale for the activity was presented by Nizar R. Pangalian, Senior CDS of the Credit Surety Fund Section, underscoring the importance of embedding consumer protection into cooperative governance and operations. The learning sessions were led by Joselito O. Hallazgo, Director of the Credit Surety Fund Service, who discussed the salient provisions of RA 11765 and the operational requirements under MC 2025-08, particularly the establishment of a system through which cooperatives can properly receive, document, and respond to financial consumer concerns. The program also included an open forum that allowed participants to raise implementation questions and practical concerns relevant to their respective organizations.
Also present during the activity were Hon. Gilda O. Go, City Councilor and Chairperson of the Committee on Cooperatives; Edgardo A. Micayabas, Chairperson of CCDC-CDO; Honorio G. Diputado Jr., Head of CID; Ma. Isadel S. Atrigenio, OIC Supervising CDS of CDA R10 and Rodger M. Zerna, Cooperative Development Officer of Cagayan de Oro. Through initiatives such as this, CDA Region 10 continues to guide cooperatives toward becoming more accountable, responsive, and member-centered institutions capable of delivering not only financial services, but also trust and protection to the communities they serve.
