On April 20, 2026, representatives from the Cooperative Development Authority Region X, led by CSF Chief Section Nizar R. Pangalian, CDS I Ja’ffar As-sadique Bantuas, and CDS II Charmee Marie J. Neville paid a courtesy call on Hon. Mayor Erick G. Cañosa at the City Hall of Gingoog with the assistance of Ms. Lindy P. Valdevilla, Acting City Cooperative Development Officer, and Mr. Jude Albert T. Quidet, Sr. CDS, CCDO to formally introduce the Credit Surety Fund (CSF) Program as a proposed initiative for the city. During the meeting, the CSF Program was presented as a financing support mechanism that can help qualified cooperatives, cooperative-members, and other eligible sectors gain better access to bank credit, particularly those with economic activities but constrained by limited collateral and credit history. The discussion highlighted the potential of the program to support enterprise development, strengthen the role of cooperatives, and expand access to formal financing in Gingoog City.
Following the presentation, Mayor Cañosa raised key questions on the structure of the program, the participation of the local government unit, the role of cooperatives, and the specific benefits that the city and its constituents may derive from the establishment of a CSF. These were addressed by emphasizing that the program is not merely a form of financial assistance, but a structured and institutional mechanism designed to improve the creditworthiness of qualified borrowers. The discussion was positively received, and Mayor Cañosa recognized the developmental value of the program, particularly its potential to create wider opportunities for cooperative-members in Gingoog City. As a significant outcome of the meeting, the City Mayor expressed his commitment and support for the initiative.
With the favorable response of the local chief executive, the next step will be the conduct of an organizational meeting with prospective stakeholders, particularly qualified cooperatives and concerned partner institutions, to commence the process of institutionalizing the CSF Program in the locality. The said meeting will serve as the venue to identify potential participants, discuss requirements and counterpart commitments, and lay the groundwork for the eventual creation of a CSF in Gingoog City. The courtesy call therefore marked an important initial step in fostering collaboration among CDA Region X, the City Government of Gingoog, the Cooperative Office of Gingoog, and the cooperative sector toward advancing financial inclusivity and creating more responsive financing mechanisms for cooperatives and cooperative-members.
