CSF Region 10 Leads Orientation on CSF Program and FCPA under 2026 Information Caravan

As part of the 2026 Information Caravan and Compliance Drive of the Cooperative Development Authority (CDA) Region 10, the Credit Surety Fund (CSF) Section oriented the cooperatives on the CSF Program and the Republic Act No. 11765, otherwise known as the Financial Products and Services Consumer Protection Act (FCPA). The activity forms part of CDA’s continuing effort to bring government programs, compliance reminders, and capacity-building initiatives closer to cooperatives across Northern Mindanao.

The caravan covered several municipalities in Northern Mindanao with the following schedule of activities: 

  • March 2, 2026 – Don Carlos, Bukidnon, with the support and participation of Mayor Ma. Victoria O. Pizarro, and Micro & Small Cooperatives (MSCs) of Districts 3 & 4 of Bukidnon.
  • March 3, 2026 – Manolo Fortich, Bukidnon, led by MCDO Head Ms. Abigail R. Palma and attended by Mayor Rogelio N. Quiño, representatives from the Provincial Cooperative Development Council, Provincial Cooperative Office and cooperative leaders.
  • March 4, 2026 – Villanueva, Misamis Oriental, organized by MCDO Head Ma. A. Teresa Villaruz, including a courtesy call to Mayor Julio T. Uy to strengthen the partnership with the local government.
  • March 6, 2026 –  Cagayan de Oro, held at the ACDI Multipurpose Cooperative, with participation from Medium and Large Cooperatives (MLCs) and representatives from LGU; Mayor Rolando “Klarex” A. Uy, represented by Atty. Roy Hilario P. Raagas, Community Improvement Division; Mr. Honorio “Yoyong” Diputado Jr &, Mr. Rodger M. Zerna, and partner institutions.

During the orientation, cooperatives were introduced to the CSF Program, which enables micro, small, and medium enterprises and cooperative members to gain better access to bank financing through credit surety cover, thereby strengthening inclusive economic growth in the region. The session also highlighted the Financial Products and Services Consumer Protection Act, reminding cooperatives engaged in financing, lending, and credit services of the requirement to establish Financial Consumer Protection Assistance Management Systems (FCPAMS) in preparation for full regulatory compliance under CDA beginning 2027. 

“Through the CSF Program, cooperatives will have better access to financing while maintaining responsible lending practices,” said Nizar R. Pangalian, CSF Section Head of CDA Region 10, emphasizing the importance of strengthening cooperative participation in financial inclusion initiatives.
