
The Regional Cooperative Development Council (RCDC) of Region 10 successfully conducted its First Quarter Regular Meeting on 20 January 2026 at Mindanao Civic Center (MCC) Hotel, Tubod, Lanao del Norte. The meeting was spearheaded by the RCDC officers and served as a key platform for policy updates, program alignment, and coordination among cooperative stakeholders in Northern Mindanao.

Leading the meeting were RCDC Chairperson Dr. Gerry I. Piator, together with council officers Minda V. Regis, Norma B. Carcido, Alice A. Coronado, Christine Dalogdog, and Luzminda R. Escobidal, representing the provinces and cluster organizations of Region 10. Also in attendance were Community Improvement Division (CID) officials Honorio G. Diputado Jr. and Rodger M. Zerna, representing Cagayan de Oro City Local Government.
The activity was graciously hosted by the Provincial Government of Lanao del Norte, under the leadership of Governor Mohamad Khalid Q. Dimaporo. The program formally opened with welcoming remarks delivered by Lanao del Norte Administrator Lyndon G. Calica and Hon. Maria Cristina N. Atay, Chairperson of the Provincial Committee on Cooperatives, underscoring the province’s strong support for cooperative development initiatives.
A major highlight of the meeting was the presentation of CDA Memorandum Circular No. 2025-12, entitled “Financial Performance Standards for Cooperatives Engaged in Lending through Enhanced Peso Programs”, delivered by Dr. Piator. The presentation emphasized the updated financial benchmarks, risk management measures, and compliance requirements intended to strengthen the financial stability, transparency, and sustainability of lending cooperatives operating under enhanced peso financing schemes.
Key updates from the Cooperative Development Authority (CDA) were presented by CRITS Head Nizar R. Pangalian, who highlighted recent and significant Memorandum Circulars, including MC 2025-09 and MC 2025-11, as well as the Training Calendar for the First Quarter of 2026. Emphasis was placed on strengthening cooperative compliance, particularly in ensuring the timely submission of mandatory reports on or before 30 April 2026, in line with CDA regulatory requirements.
Updates on programs and development initiatives were delivered by CPDAS Head Edwin B. Pelosas, focusing on the implementation and expansion of the Koop Kapatid Program, CoopBiz and the Coconut Farmers and Industry Development Plan (CFIDP), aimed at enhancing the sustainability and economic empowerment of coconut farmers across the region.
The meeting concluded with a renewed commitment among RCDC members, CDA officials, and partner institutions to further intensify collaboration, governance reforms, and capacity-building effort. This was anchored on the shared goal of building resilient, compliant, and inclusive cooperatives throughout Region 10.
