Strengthening CSF Misamis Oriental: Stakeholders Advance Reorganization Toward Registration

The revival of the Credit Surety Fund (CSF) in Misamis Oriental moved a step closer to reality following two significant stakeholder meetings held on April 7, 2026 and April 17, 2026, focused on the reorganization of the former Northern Mindanao Credit Surety Fund into the proposed Misamis Oriental Credit Surety Fund Cooperative. The meetings were facilitated by CDA Region 10, through CSF Services Director Joselito O. Hallazgo, CDA R10 CSF Section Head Nizar R. Pangalian, CDS I Jaffar Sadique Bantuas and Sr. CDS Maryann D. Gabutan, with the participation of Provincial Cooperative Office Head Alberto B. Acain, Northern Mindanao CSF Chair Edgardo T. Gamolo, representatives from Land Bank of the Philippines – Trust Banking Group, and representatives of participating large cooperatives. During the April 7 Stakeholders Organizational Meeting, participants revisited the history and current status of the dormant Northern Mindanao CSF and discussed viable options for reviving the fund under a reorganized provincial structure.

 Highlight of the meeting was the identification of a practical direction for reorganization: the possible return of existing cooperative contributions and corresponding income to those that may no longer wish to continue, while encouraging interested cooperatives to recommit at least the minimum required contribution to match the Provincial Government’s share for registration purposes. This approach was seen as a realistic path toward establishing an operational CSF cooperative in Misamis Oriental. 

The discussions were further advanced during the April 17, 2026 Virtual Reorganizational Meeting of Stakeholders with Land Bank of the Philippines – Trust Banking Group, where Land Bank provided important clarifications on the trust fund’s status and procedural options. Land Bank presented renaming or converting the existing Northern Mindanao CSF into the proposed Misamis Oriental CSF Cooperative, while allowing the withdrawal of only the contributions of cooperatives that no longer wish to participate, or the excess contributions of those that will remain, as a more workable option subject to the required board resolutions and approval of at least two-thirds of CSF members in a special meeting. 

Taken together, the two meetings marked substantial progress in moving the initiative from preliminary discussions toward concrete actions on restructuring, and registration, with CDA Region 10 continuing to lead coordination efforts in support of establishing the proposed Misamis Oriental CSF Cooperative.
