CDA Region XI Holds Orientation on RA 11765

 

Davao City – September 22, 2025. The Cooperative Development Authority (CDA) Region XI, in partnership with the Model Cooperative Network, held an orientation on Republic Act 11765 or the Financial Products and Services Consumer Protection Act, along with its Implementing Rules and Regulations (IRR) and Gap Analysis, Compliance at the Brokenshire Resort and Convention Center, Davao City.

 

The activity gathered over 200 officers and staff  of CDA-Regulated Entities (CDAREs) or cooperatives engaged in savings and lending/ credit operations. It aimed to equip cooperatives with a deeper understanding of their duties under the law, enhance compliance, and ensure the delivery of safe and responsible financial services to members.

 

Key discussions highlighted the rights of financial consumers, the responsibilities of CDAREs, and the use of gap analysis tools to prepare board-approved action plans. Participants were also reminded of the mandatory submission of a Board-Approved Gap Analysis under CDA Memorandum Circular 2024-22 and to fully comply with the IRR no longer than two (2) years from the effectivity of MC No. 2023-14.

 

Serving as resource speaker was Ms. Jo Ann C. Gamboa, CPA, Chief CDS of the Inspection and Examination Division, Credit Surety Fund Service, CDA Central Office. Her insights guided cooperatives in aligning the CDAREs operations with the requirements of RA 11765.

 

Through this initiative, CDA Region XI reaffirmed its commitment to safeguard financial consumers and guide cooperatives in fulfilling their responsibilities.
