Maragusan LGU Leads as First LGU to Formalize CDA Partnership for Stronger Local Cooperative Development
The Local Government Unit (LGU) of Maragusan, Davao de Oro has set a significant milestone in local cooperative development after becoming the first LGU to comply with the Memorandum of Agreement (MOA) between the Cooperative Development Authority (CDA) and LGUs in Region XI.
The MOA was signed last August 14, 2026, in Maragusan, Davao de Oro, through Sangguniang Bayan Resolution No. 305, authorizing the Local Chief Executive Hon. Cesar C. Colina, Sr., to enter into agreement and sign for and on behalf of the Municipality of Maragusan the Memorandum of Agreement (MOA) with the Cooperative Development Auhtority (CDA). The agreement seeks to harmonize the efforts of the national government and local government in advancing local cooperative development, sustainability, and institutional strengthening.
The partnership recognizes that effective cooperative development requires strong collaboration between the CDA and LGUs. Through the MOA, both parties commit to aligning their programs, resources, technical assistance, and local initiatives to create an enabling environment where cooperatives can become more resilient, competitive, sustainable, and responsive to the needs of their members and communities.
The CDA Regional Office XI, under the leadership of Director Glenn S. Garcia, expressed its appreciation to the Maragusan LGU for taking the lead in this important partnership initiative. The successful MOA signing reflects the shared vision of the CDA and LGUs to bring cooperative development closer to communities and ensure that cooperatives receive appropriate support and assistance from both national and local government.
One of the key provisions of the MOA is the integration of plans, particularly ensuring that Local Cooperative Development Plans are incorporated into the LGU’s Cooperative Development Plan (CDP) and Annual Investment Plan (AIP).
The MOA also formalizes the role of the CDA in providing technical guidance and mandatory training to LGU partners and Local Cooperative Development Officers (LCDOs).
Another significant provision of the MOA is the establishment of protocols for joint inspections and the conduct of Pre-Registration Seminars (PRS) for prospective cooperatives.
The MOA further reinforces the commitment of the CDA and LGU to comply with Republic Act No. 11364, or the Cooperative Development Authority Charter of 2019, and Republic Act No. 11535, which mandates the appointment or designation of a Cooperative Development Officer (CDO) in every city and municipality.
As the first LGU to comply with the CDA-LGU MOA, Maragusan demonstrates strong commitment to cooperative development and proactive local governance. Its initiative provides an example for other LGUs to follow in establishing formal partnerships with the CDA and integrating cooperative development into their local plans and programs.
The MOA signing represents more than a formal agreement between two government institutions. It signifies a shared commitment to build stronger cooperatives, empower cooperative members, and promote inclusive and sustainable local economic development.
Through the partnership, the CDA and Maragusan LGU envision a more coordinated approach to cooperative development—one that brings technical assistance, capacity building, regulatory coordination, and development programs closer to cooperatives and their communities.
