CPDAS Region XI Intensifies “Handholding” and Monitoring of COCOFARMCOOP Projects Across Davao Region

 

DAVAO CITY – The Cooperative Project Development and Assistance Section (CPDAS) of the Cooperative Development Authority (CDA) Region XI has launched a comprehensive region-wide “handholding” and monitoring mission to ensure the successful implementation of the Coconut Farmers and Industry Development Plan (CFIDP) – COCOFARMCOOP Project.

Spanning from January to March 2026, the initiative led by Doreen R. Catayoc, Sr. CDS, along with Paraluman T. Sepulveda, CDS II, and Talal Djulkefli K. Zailon, M&E Officer, aimed to provide direct technical assistance and rigorous evaluation of the various support pillars provided to coconut farmer cooperatives.

Ensuring Financial Accountability and Project Impact

 

A primary focus of the three-month mission was the rigorous monitoring, evaluation, and assessment of project implementation for the 39 coconut farmer cooperative beneficiaries across the region. Each cooperative received a ₱250,000 financial assistance, and the CPDAS team conducted on-site inspections to ensure that project execution remained strictly aligned with their approved proposals.

The monitoring results revealed a significant and transformative surge in the cooperatives’ operational capacity. Since receiving the financial assistance, these organizations have reported substantial growth in their trading activities and service delivery, proving that the COCOFARMCOOP intervention has become a vital catalyst for socio-economic advancement in the region’s coconut farming communities.

Digital Empowerment and Capacity Building

Beyond financial monitoring, the CPDAS team oversaw the distribution and utilization of essential technical equipment.

  • Release of Laptops: The team conducted monitoring on the release of hardware intended to modernize the administrative capabilities of coconut farmer cooperatives.
  • Technical Mentoring: On-site coaching was provided to cooperative officers to ensure they are equipped to use these digital tools for reportorial requirements and financial management.
  • Policy Socialization: The mission served as a platform to discuss Memo Circulars such as Audit Subsidies and Transportation Subsidies, ensuring that even the most remote cooperatives—including those in upland “mountain-top” areas—understand the available support frameworks

Strategic Planning for Sustainability

The monitoring period also integrated high-level planning to secure the project’s future. In January 2026, the team participated in regional consultations to craft the 2026 Annual Operations Plan for the COCOFARMCOOP Project and finalized the 2026 CPDAS Workplan.

“Our mission is to ensure that no cooperative is left behind, especially those facing geographic and infrastructure challenges,” the CPDAS team emphasized. By bridging the gap between national policy and ground-level reality, CDA Region XI continues to foster a resilient and self-reliant coconut cooperative sector.
