The CDA RII EO, represented by its Regional Director Atty. Jovilyn M. Gaffud-Marquez and IBP Quirino Chapter represented by its President, Atty. Roldan E. Ubando had concluded the signing of the Memorandum of Agreement last July 25, 2025 at H&E Pizzeria, Cabarroguis, Quirino. The event was attended by 7 lawyers from IBP Quirino Chapter namely Atty. Denver Padrigo, Atty. Reallen C. Sadang, Atty. Krishen Kate Guillermo, Atty. Sherwin H. Pinalgan, Atty. Emerson B. Beleno, Atty. Lavella D. Tolentino, Atty. Jaima Natividad and Ms. Catherine Cayaban, secretary of IBP Quirino Chapter and employees of CDA namely Atty. Nita Doreen L. Maestre- Tabbu, Legal Officer, Ms. Ma. Corazon B. Angoluan, CDS II, and Ms. Jesusa Tumanguil, CDS II, who acted as the Master of Ceremony.
The Memorandum of Agreement aims to institutionalize the partnership with the objectives of promoting the spirit of cooperativism and social justice, enhancing opportunities for the lawyers and the coop stakeholders in their respective causes, and to assist cooperative members and officers in the adjudication of cases before the CDA.
In a message, Atty. Jovilyn M. Gaffud-Marquez gave an overview of the CDA Law Awareness Program (CLAP) of the Legal Affairs Service. Furthermore, she thanked the IBP Quirino Chapter officers for allowing the agency to partner with them without any hesitations. On the other hand, Atty. Roldan E Ubando showed their interest by committing to be of help to the agency in achieving the objectives of the program.
The MOA signing ended through the closing remarks delivered by Atty. Nita Doreen L. Maestre-Tabbu which focuses on her advocacy in serving the cooperative sector and urging the lawyers to practice and join the agency to be of assistance to the cooperative sector.
