Credit Surety Fund Program Empowers Cooperatives, MSMEs, and NGOs in Region 2

Cauayan City, Isabela (CDA) – – The Credit Surety Fund (CSF) Program continues to play a vital role in advancing financial inclusion for cooperatives, micro, small, and medium enterprises (MSMEs), and non-government organizations (NGOs), as highlighted in the 107th episode of Usapang Pang Kapayapaan at Usapang Pang Kaunlaran hosted by the Philippine Air Force Tactical Operations Group 2 (TOG-2) on September 12, 2025, in Cauayan City, Isabela.

 

Ms. Elmira E. Reyes, Senior Cooperatives Development Specialist of the Credit Surety Fund Section at the Cooperative Development Authority (CDA) Region II, served as the resource speaker during the event. She discussed the objectives and impact of the CSF Program in supporting the credit needs and capacity development of cooperatives and MSMEs.

The CSF Program, established under Republic Act No. 10744, provides easier access to credit by allowing cooperatives and MSMEs—often lacking collateral—to borrow from financial institutions. This is made possible through strategic partnerships with Provincial Local Government Units (PLGUs), Government Financial Institutions (GFIs), cooperatives, and other key stakeholders.

 

Ms. Reyes emphasized the program’s dual impact: facilitating financial access and strengthening institutional capabilities through governance and financial literacy initiatives. These efforts help member organizations become more resilient and creditworthy.

As part of its mandate, the CDA continues to advocate for wider adoption and stronger stakeholder collaboration to further the reach and effectiveness of the CSF Program across Region 2 and beyond. (JCC/EER/CDA Region II)
