CDA Holds Regional Orientation on Financial Consumer Protection Law in Isabela

Cauayan City, Isabela – – The Cooperative Development Authority (CDA), in partnership with the Northeast Luzon Credit Cooperative (NELCCO) and the Municipal Cooperative Office (MCO) of Cauayan City, successfully conducted a regional orientation on Republic Act No. 11765 otherwise known as the Financial Products and Services Consumer Protection Act on March 5, 2026 at the Isabela Convention Center in Cauayan City, Isabela.

The activity gathered 278 officers from medium and large cooperatives across Region II to strengthen their understanding of financial consumer protection policies and improve compliance with regulatory guidelines governing financial services in the cooperative sector.

Serving as resource speaker, Ms. Jo Ann C. Gamboa, Chief Cooperatives Development Specialist of the CDA Inspection and Examination Division, delivered a comprehensive orientation on Republic Act No. 11765, also known as the Financial Products and Services Consumer Protection Act. Ms. Gamboa emphasized the importance of protecting financial consumers through transparency, responsible financial service delivery, and stronger mechanisms for handling consumer complaints and disputes within cooperatives.

Meanwhile, Mr. Joselito O. Hallazgo, Director of Credit Surety Fund Services of the CDA, presented two key agency issuances aimed at strengthening financial consumer protection and cooperative development. Mr. Hallazgo discussed CDA Memorandum Circular No. 2025-08, which outlines the guidelines for establishing the Financial Consumer Protection Assistance Management System (FCPAMS). The system is designed to institutionalize a structured process within cooperatives for addressing consumer concerns, ensuring the prompt resolution of complaints, and strengthening accountability in the delivery of financial products and services.

He also presented Memorandum Circular No. 2025-07, which provides guidelines for empowering micro and small cooperatives through strategic partnerships with medium and large cooperatives and cooperative banks to increase participation in the Credit Surety Fund (CSF) Program. The initiative aims to expand access to financing and encourage collaboration among cooperatives, supporting the growth and sustainability of smaller cooperatives and their members.

The event was made possible through the leadership and support of NELCCO, particularly Mr. Edmundo B. Obiña, Chairman, and Mr. Jerry T. Zapata, Chief Executive Officer. The MCO of Cauayan City, led by Ms. Sylvia P. Domingo, City Cooperative Officer, also played a key role in organizing the activity.

Through initiatives such as this, the Cooperative Development Authority continues to reinforce its commitment to promoting responsible financial services, protecting cooperative members, and advancing sustainable cooperative development across the region. (JCC/IAP/CDA Region II)
