Reaffirming its commitment to strengthen collaboration among government agencies, local government units, cooperative sectors, financial institutions, and other stakeholders involved in cooperative development, the Central Luzon Regional Cooperative Development Council (CLRCDC) successfully conducted its Planning Conference cum Election of Officers on May 6-7, 2026 at The Nest Resort and Campgrounds, Palayan City, Nueva Ecija. The activity served as a strategic platform for policy consultation, program coordination, and planning initiatives aimed at advancing inclusive and sustainable cooperative development in Central Luzon, consistent with the mandate of Cooperative
Development Councils under CDA Memorandum Circular No. 2022-03.
During the conference, Regional Director Marieta Hwang of the Cooperative Development Authority (CDA) Region III Extension Office, discussed the Philippine Cooperative Development Plan (PCDP), highlighting its strategic directions and priorities towards strengthening the cooperative sector. Meanwhile, Ms. Jenalyn Ferrer, Senior Cooperatives Development Specialist (CDS), expounded on the salient provisions of CDA Memorandum Circular No. 2022-03 concerning the structure, organization, and operation of Cooperative Development Councils. The election of officers was facilitated by Mr. Brian John Mendoza, CDS II.
Ms. Jenalyn Ferrer likewise led the planning conference and workshop of the CLRCDC in line with the Philippine Cooperative Development and Cooperation Program (PCDCP), which resulted in the crafting of the Councilโs 2026-2028 Development Plan. The workshop enabled the Council to align its programs, activities, and priorities with the strategic directions of the cooperative sector in the region.
Highlighting the two-day conference was the election of the new set of CLRCDC officers for Fiscal Years 2026-2028, composed of dedicated leaders and advocates from various sectors in the region. Elected to lead the Council were:
* Atty. Angelica Amurao of the Provincial Cooperative Development Council (PCDC) Tarlac as Chairperson;
* Mr. Jerry Caguingin of the Provincial Cooperative and Enterprise Development Office (PCEDO) Bulacan as Vice-Chairperson;
* Mr. Guiller Bacsa of the Education Advocacy and Union (EAU) Cluster as Secretary;
* Ms. Charito Abaya of the Finance Cluster as Treasurer; and
* Ms. Maribeth De Jesus of the Provincial Cooperative and Entrepreneurship Development Office (PCEDO) Nueva Ecija as Auditor.
The Council likewise expressed its sincere appreciation and gratitude to the outgoing CLRCDC officers for F.Y. 2024-2026 for their exemplary leadership, unwavering commitment, and valuable contributions in strengthening inter-agency coordination and cooperative development initiatives across the region. Recognized were Ms. Leilani Babista of PCDC Bulacan as Chairperson, Mr. Willy Avellaneda of PCDC Aurora as Vice-Chairperson, Ms. Marvi Dela Cruz of PCEDO Tarlac as Secretary, Ms. Ludivina Banzon of PCEDO Bataan as Treasurer, and Engr. Lulu Alingcastre of PCEDO Pampanga as Auditor.
As the newly elected officers assume leadership, the CLRCDC remains steadfast in promoting synergy among stakeholders and pursuing responsive programs, sound policies, and innovative strategies towards a more empowered, resilient, and sustainable cooperative sector in Central Luzon.
