The San Jose City Credit Surety Fund Cooperative (SJCCSFC) takes leap towards further growth and development. The SJCCSFC is one of the five (5) active Credit Surety Fund (CSF) Cooperatives in Central Luzon and is the first to take root in the region, dating back to 2020.
SJCCSFC currently has nine (9) member cooperatives, out of 32 compliant cooperatives in San Jose City, Nueva Ecija as of year-end 2025—underscoring strong potential for membership expansion.
As such, the CDA-R3, in partnership with Local Government Unit (LGU) of San Jose City, Nueva Ecija, through its Cooperative Development Office, conducted a CSF-Membership Expansion Program (MEP) on February 25, 2026 at the Learning and Development Room, 3rd Floor, City Hall Building, San Jose City, Nueva Ecija.
The aim of the MEP is to encourage at least 25% of eligible cooperatives in the city to join the SJCCSFC, in support of the implementation of the CSF Roadmap. With the success of this initiative, more cooperatives in San Jose City, as well as micro small and-medium enterprises (MSMEs) within their membership will gain access to affordable financing, support to business expansion, and economic growth.
Representatives from nine (9) prospective new members attended the activity, to wit:
– Ascendant Solutions Consumer Cooperative
– ASKI Multipurpose Cooperative
– Delaen Multipurpose Cooperative
– Grano de Oro Multipurpose Cooperative
– Manibela ang Buhay Transport Cooperative
– Sajelco Employees Credit Cooperative
– San Gaspar Tondod Agriculture Cooperative
– San Jose City Multipurpose Cooperative
– Usbong ng Halaman ay Yaman Agriculture Cooperative
The attendees were given an in-depth discussion on the basics of the CSF Program, facilitated by Ms. Jeline D. Reyes (Chief of CDA R3’s CSF Section), the features/profile of SJCCSFC, facilitated by Ms. Mercholyn M. Lubiano (CDS-II of the CCDO), and the Plans and Programs of the Landbank of the Philippines (LBP) for the cooperative sector, led by Mr. Glenn S. Mariano (Department Manager/Head of the North NE Lending Center).
Key figures were also present to express their support to the CSF Program in San Jose City, boosting the success of the MEP. Ms. Marieta P. Hwang (Regional Director of the CDA-R3), hand-in-hand with Hon. Josel F. Violago (City Mayor) and Hon. Jennifer O. Salvador (SP Councilor in Cooperative, DA, DepEd and CENRO), assured that the SJCCSF will always have the support of the government in their journey.
Ms. Margarita U. Gulapa (Field CDS for Nueva Ecija) and Ms. Cristina R. Corpuz (CCDO), SJCCSFC’s direct partners in the area, were also in attendance. Representatives from the SJCCSFC’s current cooperative-members were also present.
Following an open forum, the prospective new cooperative members were asked on whether they would like to take part in the CSF Program. Everyone expressed interest for the initiative and the following cooperatives committed to join the SJCCSFC:

The success of the MEP is testament to the fact that financial access is a powerful instrument in the growth and development of the cooperative and MSME sectors. May this be a huge step towards economic empowerment of San Jose City and the nation as a whole.
