The Cooperative Development Authority (CDA) โ Region III Extension Office successfully conducted the Electronic Cooperative Clinique Program (E-CoopCLiP) on October 22, 2025, via Zoom, with a total of 88 participants from various cooperatives across Central Luzon.
With the theme โRight Advice for a Bright Solution,โ the E-CoopCLiP aims to provide real-time technical assistance to cooperatives through direct consultation and interactive learning.
The primary objective of the activity was to facilitate one-on-one interactions between cooperative representatives and CDA technical experts from different sections through breakout sessions. These personalized sessions enabled participants to address specific concerns, receive tailored guidance, and gain practical insights to enhance their cooperativeโs operations, governance, and compliance with CDA policies.
The program was officially opened by Ms. Marieta P. Hwang, the Regional Director of CDA Region III Extension Office, who emphasized the importance of the activity in supporting cooperative growth and efficiency. This was followed by Ms. Vernilyn Fe Parentila, Senior Cooperative Development Specialist and Head of the Registration Section, who discussed the rationale and objectives of the E-CoopCLIP.
The success of the event was made possible through the leadership and collaboration of the CDA Region III section heads and technical staff, who provided specialized consultations in their respective areas of expertise:
Legal Concerns: Atty. Marcelo facilitated consultations on legal procedures, mediation, dissolution, liquidation, cancellation, delisting, amnesty, and other related issues. Macy H. Marcelo, Legal Officer III.
Development Programs and Projects: Discussions on financial assistance, Koop Kapatid, CoopBiz registration, and other technical support were led by Mr. Celso S. Villaluz, Senior CDS and Head of the Cooperative Project Development and Assistance Section (CPDAS).
CDA Training: Guidance on the conduct of mandatory training, training schedules, accredited training providers, and related capacity-building activities were provided by Ms. Jennalyn Ferrer, Senior CDS and Head of the Cooperative Research, Information, and Training Section (CRITS).
Credit Surety Fund: Insights on RA 10744 (Credit Surety Fund), RA 11765 (Financial Products and Services Consumer Protection Act), and Gap Analysis were facilitated by Ms. Lovely Regala.
CDA Regulations: Representatives from the Supervision and Examination Section (SES) โ Ms. Myra Dacwag, Ms. Cindy Reyes, Ms. Khay Akiate, and Ms. Monika Escober โ addressed questions regarding submission of reports (CAIS and alternatives), Certificate of Compliance (COC) status and release, and inspection/compliance requirements.
Registration and Amendments: Ms. Salve Mae Estocapio and Ms. Vernilyn Fe Parentila provided clarifications on applications for registration, amendments, mergers and consolidations, and requests for certified true copies of documents.
Participants conveyed their appreciation for the opportunity to engage directly with CDA experts. Many commended the personalized and interactive approach, which helped clarify complex regulatory and operational issues. Feedback indicated that the activity empowered participants with greater confidence and understanding to improve their management and compliance practices.
The E-CoopCLiP not only addressed pressing queries but also fostered a stronger sense of community and collaboration among cooperatives in Region III.
The program concluded with a closing message from Ms. Vernilyn Fe Parentila, who extended her gratitude to all participants and CDA personnel for their active involvement and commitment to cooperative development.
