The Cooperative Development Authority (CDA) MIMAROPA Regional Office successfully conducted the Meeting and Election of Officers of the Public Utilities Cluster (Transportation, Water, Electric, and Communications Sector) on Tuesday, July 14, 2026, via Zoom. The virtual gathering brought together representatives from public utility cooperatives across the MIMAROPA Region to strengthen sectoral collaboration, discuss key initiatives, and elect a new set of officers who will lead the cluster.
The activity marked a significant milestone as it was the first virtual Public Utilities Cluster Meeting and Election of Officers attended by Assistant Secretary Jesus Ferdinand De Pedro Ortega, Board Director and Head of the Public Utilities Cooperatives Cluster, highlighting the CDA’s commitment to maintaining close coordination with cooperatives through accessible and inclusive platforms.
The program began with the registration of participants, followed by the opening preliminaries. Regional Director Alberto A. Sabarias delivered the opening message, welcoming the participants and emphasizing the vital role of public utility cooperatives in delivering essential services and contributing to the socio-economic development of communities across the MIMAROPA Region.
In his inspirational message, Assistant Secretary Jesus Ferdinand De Pedro Ortega encouraged the participants to continue upholding the cooperative principles of self-help, democratic governance, and mutual cooperation. He underscored the importance of committed and visionary leadership in addressing the evolving needs of transportation, water service, electric, and communications cooperatives while strengthening collaboration among stakeholders.
To ensure a fair and transparent electoral process, CDA MIMAROPA presented the objectives of the activity and discussed the election guidelines pursuant to Memorandum Circular No. 2020-08 before proceeding with the election proper.
The election was conducted virtually, enabling qualified representatives from member cooperatives throughout the region to cast their votes electronically. This was immediately followed by the canvassing of votes and the official proclamation of the newly elected officers of the Public Utilities Cluster.
Following the proclamation, the newly elected officers delivered their acceptance message, expressing their gratitude for the trust and confidence bestowed upon them. They affirmed their commitment to working closely with CDA MIMAROPA and fellow cooperatives in advancing programs and initiatives that will further strengthen the Public Utilities Cluster and enhance the delivery of essential services to their respective communities.
Before the formal conclusion of the program, the Oath-Taking Ceremony of the Newly Elected Public Utilities Cluster Officers was officiated by Assistant Secretary Jesus Ferdinand De Pedro Ortega. In administering the oath of office, Assistant Secretary Ortega reminded the new officers of their responsibility to uphold the cooperative principles, exercise integrity and accountability, and faithfully serve the interests of the member cooperatives they represent.
The activity concluded with the Closing Remarks delivered by Atty. Richard E. Ilagan, Acting Supervising Cooperatives Development Specialist, who congratulated the newly elected officers and expressed his appreciation to all participants for their active participation and support in ensuring the success of the virtual activity. He encouraged the new leaders to continue working in partnership with CDA MIMAROPA in implementing programs that will promote sustainable growth and strengthen the Public Utilities Cluster across the region.
The activity reaffirmed CDA MIMAROPA’s commitment to promoting democratic governance, strengthening sectoral representation, and empowering public utility cooperatives through effective leadership and collaborative partnerships.
