CDA MIMAROPA Holds Regional Planning Conference to Strengthen Programs and Commitments

The Cooperative Development Authority (CDA) MIMAROPA successfully conducted its Regional Planning Conference from February 3 to 6, 2026 at the Filipiniana Hotel in Calapan City, bringing together CDA personnel from the provinces of Romblon, Palawan, and Marinduque. The activity served as a platform to align regional priorities, review program targets, and strengthen the commitment of Cooperative Development Specialists (CDSs) in delivering quality services to cooperatives in the region.

The activity officially began on February 3 with the arrival of participants from the different provinces, allowing them to prepare for the intensive planning sessions scheduled for the following days.

On February 4, the conference formally opened with a prayer at 8:00 AM, followed by a welcome message from Regional Director Alberto A. Sabarias, who emphasized the importance of collaborative planning, accountability, and shared responsibility in achieving the agency’s goals. This set the tone for a productive and focused planning conference.

The planning proper commenced with the presentation of the Work and Financial Plan (WFP) by Atty. Richard E. Ilagan, Acting Supervising Cooperative Development Specialist, who discussed strategic directions and program priorities of the region. Prior to the presentation of sectional targets, Ms. Krismae Fatima De Castro, Cashier II, outlined the necessary documents and procedures for claims and payments, ensuring clarity on financial compliance and proper documentation.

Senior CDSs then presented the required components of the proposed plans. Ms. Eva Loraine R. Cataje, Chief of the Cooperative Research, Information and Training Section (CRITS), discussed the Cooperative Development Programs and introduced the new CRITS online portal, which aims to streamline compliance of regulated entities. This was followed by Ms. Raquel Castañeda, Chief of the Supervision and Examination Section, who presented inspection targets and supervision strategies for cooperatives across the region.

The planning conference continued on February 5, with various sections presenting their respective targets and programs. Ms. Helen Servañez, Chief of the Registration Section, outlined registration targets and performance indicators. Ms. Marian Concepcion, Chief of the Credit Surety Fund, discussed program directions and targets, while Mr. Jefhtee Panganiban, Chief of the Cooperative Project Development and Assistance Section, presented initiatives focused on cooperative project development and assistance.

Legal matters and compliance concerns were discussed by Atty. Richard E. Ilagan, while Ms. Fatima A. Casaul presented key points on planning processes and the Management Information System (MIS). The Administrative Section was also highlighted through the presentation of Ms. Christine Olgado, Accountant, together with Ms. Nelcy Dimatulac, who discussed administrative and accounting matters essential to the effective implementation of regional plans.

In the afternoon, Ms. Marian Concepcion delivered a focused discussion on the compliance of cooperatives with Republic Act No. 11765 and other related laws, reinforcing the role of CDSs in ensuring regulatory adherence and good governance among cooperatives.

The final day, February 6, centered on capability-building activities. A Certification Program for CDSs on the conduct of the Pre-Registration Seminar (PRS) was facilitated by Ms. Eva Loraine R. Cataje, followed by an Orientation on the Cooperative Business Continuity and Resiliency Program, which equipped CDSs with tools and knowledge to guide cooperatives in building resilience and sustainability.

Participants were given the opportunity to share insights, demonstrate their understanding of the programs, and formally commit to the targets set during the planning conference. In the afternoon, participants departed for their respective destinations—bringing the activity to a close with strengthened commitment and renewed motivation, truly a “home sweet home” moment after a productive and meaningful conference.

The CDA MIMAROPA Regional Planning Conference successfully reinforced unity, accountability, and dedication among CDA personnel, laying a strong foundation for effective program implementation and improved service delivery to cooperatives throughout the region.
