The month of September 2025 marked a significant stride toward legal empowerment for cooperatives in MIMAROPA as the Cooperative Development Authority (CDA) MIMAROPA formalized key partnerships with the Integrated Bar of the Philippines (IBP) through two landmark Memoranda of Agreement (MOA). These collaborations, under the CDA Laws Awareness Program (CLAP), aim to equip cooperatives with essential legal knowledge and accessible legal support.
Strengthening Cooperative Justice in Occidental Mindoro
On September 9, 2025, a historic MOA signing took place at Magsaysay Hillside Resort, Occidental Mindoro, uniting CDA MIMAROPA and the IBP Occidental Mindoro Chapter in a shared mission to promote legal awareness among cooperatives.
Representing CDA MIMAROPA were Atty. Richard E. Ilagan, Legal Officer and Acting Supervising CDS and Reyzard D. Oliveros, CDS II of Occidental Mindoro. The IBP Occidental Mindoro Chapter was represented by Atty. Lawrence P. Villamar (President), Atty. Ricardo Brandez (Secretary), and Atty. Guianne Joyce L. Bautista

The event drew the participation of 32 cooperatives from across the province, underscoring the importance of the initiative. After the ceremonial signing, an open forum provided a venue for cooperative members to raise pressing legal concerns and receive expert guidance from IBP lawyers and CDA representatives.

This partnership will help cooperative members and officers handle adjudication cases before the CDA Regional and Head Offices while allowing IBP lawyers to fulfill their community service requirements for lifetime membership. The agreement symbolizes a shared commitment to a cooperative sector that is legally informed, protected, and empowered.
Expanding Legal Access in Palawan
Continuing its momentum, CDA MIMAROPA celebrated another milestone on September 23, 2025, as it entered into a similar agreement with the IBP Palawan Chapter at a ceremony held in Puerto Princesa City.
Leading the CDA MIMAROPA delegation were Regional Director Alberto A. Sabarias, Atty. Richard E. Ilagan, and Acting Senior CDS Marian Concepcion, while IBP Palawan was represented by President Atty. Patrick P. Tan and Secretary Atty. Glaiza Vicente.

Through CLAP, cooperative members and officers in Palawan will now enjoy accessible legal assistance, particularly in matters concerning CDA adjudication processes. This partnership represents the third successful collaboration between CDA MIMAROPA and IBP Chapters, following earlier agreements in other provinces.
