Initial Roll-Out of CFIDP Activities in Marinduque, MIMAROPA (CY 2026)

In line with the implementation of the Coconut Farmers and Industry Development Plan (CFIDP) pursuant to Republic Act No. 11524, the Cooperative Development Authority (CDA) MIMAROPA, in coordination with the Philippine Coconut Authority, successfully conducted a series of integrated activities in the Province of Marinduque from April 27 to May 1, 2026.

The activity combined cooperative organization, registration facilitation, and capability-building interventions aimed at strengthening coconut farmers’ participation in CFIDP. It also provided opportunities for cooperatives to enhance their resilience and entrepreneurial capacities in support of sustainable development within the coconut industry.

The implementation was carried out under the overall leadership of Regional Director Alberto A. Sabarias, who served as Head of Office and Main Implementer, ensuring that all activities were aligned with CFIDP goals and CDA mandates.

April 27, 2026 – Pre-Registration Seminar (PRS) and Registration Facilitation

The activity commenced with the arrival and registration of participants in the morning, followed by the conduct of the Pre-Registration Seminar (PRS). The session was facilitated by Ms. Princess Leoren M. Barreras, who provided comprehensive discussions on cooperative principles, organization processes, and registration requirements.

A total of five (5) proposed cooperatives, with fifteen (15) members each, or seventy-five (75) participants, attended the PRS. The participants actively engaged in the discussions and demonstrated readiness to comply with the requirements for cooperative registration.

 

Simultaneously, registration facilitation was undertaken under the leadership of Ms. Helen S. Servañez, who guided the participants in the preparation and completion of documentary requirements. She ensured that the necessary forms and supporting documents were properly accomplished and organized for submission.

Supporting the overall flow of the activity, Mr. Mark Manrique served as the host/emcee and training facilitator, effectively managing the program flow, introducing speakers, and ensuring smooth transitions between sessions. Meanwhile, Ms. Diana S. Perlas provided administrative and documentation support, assisting in participant management and records organization.

April 28–29, 2026 – Cooperative Business Continuity and Resiliency (CBCR)

The Cooperative Business Continuity and Resiliency (CBCR) training was conducted beginning April 28 and continued through the morning of April 29. The sessions were delivered by Ms. Eva Loraine R. Cataje, who served as the resource person.

The training was attended by representatives from thirty (30) cooperatives, with five (5) participants each, totaling one hundred fifty (150) participants. The sessions focused on enhancing the cooperatives’ ability to prepare for and respond to various risks and disruptions affecting their operations.

Key topics included risk identification, business continuity planning, and strategies for organizational resilience. Through workshops and guided discussions, participants were able to develop initial business continuity frameworks tailored to their respective cooperatives

Throughout the sessions, Mr. Mark Manrique ensured effective facilitation and participant engagement, while Ms. Diana S. Perlas continued to provide logistical and documentation support.

April 29–30, 2026 – Entrepreneurial Training

On the afternoon of April 29, the Entrepreneurial Training commenced and continued through April 30, 2026. The training was conducted by Mr. Jefhtee R. Panganiban, who served as the resource person.

The same group of thirty (30) cooperatives (150 participants) participated in this activity. The sessions focused on enhancing entrepreneurial competencies, identifying business opportunities, and strengthening enterprise development within the coconut sector.

Participants were guided through practical exercises on business opportunity identification, product development, and basic marketing strategies. The training encouraged active participation, allowing cooperatives to explore potential enterprise initiatives aligned with local resources and market demands.

While the activity was generally successful, the following were observed:

  • Some proposed cooperatives require further assistance in completing registration requirements
  • Participants expressed the need for more in-depth and extended sessions on enterprise development
  • Continued technical support and follow-through activities are necessary to sustain gains

The CFIDP activities conducted in Marinduque successfully integrated cooperative organization, registration facilitation, and capacity-building interventions. The activity contributed significantly to strengthening both emerging and existing cooperatives, enhancing their resilience, and equipping them with entrepreneurial skills necessary for sustainable development.

The leadership of Regional Director Alberto A. Sabarias, along with the coordinated efforts of the CDA team, ensured the effective implementation of the activity. Continued support and follow-up interventions will be crucial in sustaining the progress achieved and in advancing the goals of CFIDP in the region.
