Strengthening Cooperative Development Through Digital Support: CDA MIMAROPA Holds E-CoopCLiP with PCDP 2025–2028 Orientation

The Cooperative Development Authority (CDA) MIMAROPA once again showcased its commitment to responsive and innovative public service through the successful conduct of the Electronic Cooperative Clinique Program (E-CoopCLiP) held on November 27, 2025 via Zoom. The virtual activity brought together cooperatives across the region for a day of consultation, guidance, and technical support across major service areas.

The session opened with preliminaries and acknowledgments, ensuring that participants were fully oriented on the program flow and technical procedures for the breakout room consultations. The activity formally commenced with an Inspirational Message from Regional Director Alberto “Abet” Sabarias, who underscored CDA’s mission to bring services closer to cooperatives through digital platforms. He emphasized that programs like E-CoopCLiP reflect the Authority’s continuous effort to promote accessible assistance, innovation, and strong partnership with the cooperative sector.

 

PCDP 2025–2028 Orientation: Enhancing Local Alignment and Sectoral Awareness

One of the highlights of the event was the Orientation on the Philippine Cooperative Development Plan (PCDP) 2025–2028, delivered by Ms. Eva Loraine R. Cataje, CRITS Section Head.

This orientation, conducted separately from the Cooperative Month activities, aimed to further strengthen the understanding of the PCDP within the cooperative sector.

Ms. Cataje provided a comprehensive overview of the Plan’s alignment with national frameworks such as Ambisyon Natin 2040, the Philippine Development Plan 2023–2028, and the mandates of RA 11364. She highlighted the PCDP’s major components—its strategic framework, internal and external environment analysis, and the 11 Strategic Priority Areas (SPAs). She emphasized that the PCDP was crafted not just for the cooperative sector but with the cooperative sector, showcasing its inclusive and consultative design.

The orientation prepared cooperatives for the succeeding consultations by guiding them in integrating PCDP principles and SPAs into their operational and developmental initiatives.

Section Briefings and Technical Assistance

Following the PCDP Orientation, the CDA MIMAROPA Section Heads delivered key messages and updates from their respective functional areas:

  • Ms. Helen A. Servañez, Sr. CDS and Head of the Registration Section, provided an overview of registration processes, amendments, and compliance reminders. As she also act in the absence of the Head of the Supervision and Examination Section (SES), highlighted sound governance, supervision, and compliance requirements.
  • Ms. Marian A. Concepcion, Acting Sr. CDS and Head of the Credit Surety Fund (CSF) Program, discussed opportunities for cooperatives to enhance their credit access and financial resilience.
  • Ms. Eva Loraine R. Cataje, Sr. CDS and CRITS Head, reiterated the importance of capacity building, training, and information support for cooperative growth.
  • Atty. Richard E. Ilagan, Acting Supervising CDS for the Legal Section, addressed common legal issues faced by cooperatives and clarified essential legal interpretations.
  • Mr. Jefhtee R. Panganiban, Sr. CDS and Head of the Cooperative Project Development and Assistance Section (CPDAS), assured cooperatives of assistance in project development, livelihood enhancement, and enterprise strengthening.

Breakout Sessions: Direct Access to CDA Experts

Participants were then assigned to Breakout Rooms, where they engaged in focused one-on-one and group consultations. This allowed cooperatives to raise specific concerns related to registration, legal matters, supervision, training programs, project development assistance, CSF processes, and other operational challenges.

CDA personnel actively facilitated these sessions, providing tailored recommendations and guidance to ensure that each cooperative received accurate and timely support.

Closing and Commitment to Continuous Service

The program concluded with a Closing Message from Atty. Richard E. Ilagan, who emphasized the importance of collaboration and continuous learning for sustainable cooperative development. He encouraged cooperatives to maximize CDA services and maintain proactive engagement with the Authority.

The November 27, 2025 E-CoopCLiP successfully delivered real-time technical assistance and expanded cooperative understanding of the PCDP 2025–2028. This event reaffirmed CDA MIMAROPA’s dedication to service excellence, innovation, and digital accessibility—helping cooperatives adapt, grow, and thrive in a rapidly evolving development landscape.
