CDA Region V Strengthens Financial Inclusion Through Roadshow for the Establishment of the Province of Sorsogon Credit Surety Fund Cooperative

Sorsogon Province | May 14, 2026 – The Cooperative Development Authority (CDA) Region V successfully conducted the Roadshow and Contributors’ Orientation Seminar for the establishment of the Sorsogon Credit Surety Fund (CSF) Cooperative on May 14, 2026. The activity gathered 140 participants representing 44 primary cooperatives across the Province of Sorsogon, marking another significant milestone in expanding access to credit and financial opportunities for cooperatives through the Credit Surety Fund Program.

The activity was attended by distinguished officials and partners, including Atty. Emilio D. Escueta III, Regional Director of CDA Region V; Atty. Ma. Lourdes P. Pacao, Deputy Administrator of the Credit Surety Fund Service; Mr. Recto E. Transfiguracion, Chief Cooperatives Development Specialist of the Technical Assistance Division, CSF Service; and Ms. Lyra Milagros L. Dayao, Acting Account Officer of the Land Bank of the Philippines (LBP) Sorsogon Lending Center.

The program commenced with an inspirational message from Regional Director Atty. Emilio D. Escueta III, who expressed the CDA’s unwavering support for the establishment of the Sorsogon CSF Cooperative. He emphasized the transformative role of the Credit Surety Fund Program in enhancing the creditworthiness of cooperatives, improving their access to financial institutions, and empowering them to contribute more effectively to the province’s socio- economic development.

This was followed by an inspiring message from Deputy Administrator Atty. Ma. Lourdes P. Pacao, who highlighted the importance of unity and commitment among primary cooperatives in realizing the vision of establishing a strong and sustainable Credit Surety Fund Cooperative in Sorsogon. She encouraged the prospective contributors to actively participate in the program and take advantage of the opportunities that the CSF Program offers in promoting inclusive growth and financial empowerment.

To provide participants with a comprehensive understanding of the program, an Audio Visual Presentation prepared by the Bangko Sentral ng Pilipinas (BSP) was shown, presenting the objectives, benefits, and operational framework of the Credit Surety Fund Program for member cooperatives.

Thereafter, Ms. Lyra Milagros L. Dayao, Acting Account Officer of the LBP Sorsogon Lending
Center, discussed the various lending and financial programs of the Land Bank of the Philippines designed to complement and support Credit Surety Fund Cooperatives and their member- cooperatives.

Meanwhile, Mr. Recto E. Transfiguracion, Chief Cooperatives Development Specialist of the Technical Assistance Division, CSF Service, presented the CDA’s initiatives and strategic partnerships in strengthening the implementation of the Credit Surety Fund Program nationwide. He emphasized the collaborative efforts among government agencies, financial institutions, and the cooperative sector in ensuring the successful establishment and sustainability of CSF Cooperatives.

The activity concluded on a highly positive note, with 14 primary cooperatives signifying their interest to become founding members of the proposed Province of Sorsogon Credit Surety Fund Cooperative. Collectively, these cooperatives pledged an initial contribution amounting to ₱2.3 Million, demonstrating their strong commitment and confidence in the Credit Surety Fund Program.

The successful conduct of the Roadshow and Contributors’ Orientation Seminar reflects the continued commitment of the Cooperative Development Authority, together with its partners, to promote financial inclusion, strengthen the cooperative movement, and expand access to credit through the establishment of Credit Surety Fund Cooperatives across the region.
