
June 3, 2025 โ The CDA Region 8 Credit Surety Fund (CSF) Section achieved another key milestone with the strong endorsement of the CSF Program by the Economic Development Committee (EDC) of the Regional Development Council (RDC) during its 2nd Quarter Blended Meeting held at Felipina Hall, DEPDev Regional Office, Candahug, Palo, Leyte
The meeting was presided over by Director Karina Rosa S. Tiopes, Chairperson of RDC VIII-EDC and Regional Director of DOT VIII, and Private Sector Representative Eugene A. Tan, Co-Chairperson RDC VIII-EDC and PSR for Trade and Industry. The event was attended by representatives from various national government agencies, local government units (LGUs), and the private sectors. Also present were Ms. Venus M. Jornales, Regional Director; Ms. Irene R. Petilla, Senior CDS; and Ms. Ivy C. Avestruz, CDS I, representing CDA Region 8.
To open the session, RD Jornales provided an overview of the Credit Surety Fund Program, emphasizing the importance of RDC endorsement and the critical role of LGU support and commitment in its success. This was followed by a brief presentation by the Region 8 CSF Section on Republic Act No. 10744, also known as the CSF Cooperative Act of 2015. A productive discussion and exchange of insights with committee members followed the presentation.
After careful deliberation, on the motion of RDC PSR Bellsedaize C. Acaso and seconded by RDC PSR Reynaldo Franco, Chairperson Tiopes approved the EDCโs strong endorsement of the CSF initiative for elevation to the RDC Full Council Meeting. This endorsement is a vital step toward obtaining full RDC approval, which will serve as a powerful platform for promoting the CSF Program during courtesy visits and stakeholder engagements.

The anticipated RDC resolution will play a key role in securing broader LGU participation in the CSF Program. With enhanced LGU support, the program can further empower micro, small, and medium enterprises (MSMEs) by improving their access to affordable credit and financial services.
