CDA and NIA Region VIII Deliver a Successful 2026 Compliance Caravan The Cooperative Development Authority (CDA) Regional Office VIII, in partnership with the National Irrigation Administration (NIA) Region VIII, successfully conducted the 2026 CDA-NIA Compliance Caravan on April 21–22, 2026, at NIA Region VIII Office, Tacloban City. The activity was anchored on CDA’s mandate to promote cooperative development and ensure compliance with annual reportorial requirements among cooperatives in the region. This CDA Region VIII initiative, headed by Regional Director Venus M. Jornales, was made possible through the strong support, coordination, and unwavering commitment of NIA Region VIII, led by Regional Manager Mr. Jaime C. De Jesus, whose active assistance in mobilizing cooperatives greatly contributed to the smooth conduct of the activity. NIA’s dedication to strengthening Farmer-Irrigators Cooperatives was clearly demonstrated through its full cooperation and logistical support throughout the caravan.
A total of 17 Farmer-Irrigators Cooperatives, including 1 federation, actively participated in the two-day activity, reflecting their strong willingness and commitment to comply with CDA reportorial requirements and improve their governance practices. The caravan provided an onsite orientation on the legalities and importance of the timely submission of Annual Mandatory Reports for the issuance of the Certificate of Compliance (COC), as well as a workshop on the Online Submission of Annual Mandatory Reports. It also included technical assistance in the preparation, encoding, and submission of CY 2025 reports. CDA personnel worked closely with the participating cooperatives to ensure that requirements were properly accomplished and submitted in accordance with established standards.

Through their proactive participation and cooperation, cooperatives that were able to complete their requirements during the activity were duly issued their Certificates of Compliance (COC), signifying their adherence to regulatory requirements and readiness for continued cooperative operations. The activity highlighted the strong partnership between CDA and NIA Region VIII, as well as their shared commitment to empowering Farmer-Irrigators Cooperatives through responsive support, capacity-building, and sustained technical assistance. The CDA Region VIII extends its sincere appreciation to NIA Region VIII, Mr. Jaime C. De Jesus, and all participating Farmer-Irrigators Cooperatives and federation for their valuable cooperation and commitment, which made the conduct of the 2026 CDA-NIA Compliance Caravan meaningful and impactful in advancing cooperative compliance in the region. As we continue to strengthen the cooperative movement, we move forward with unity and purpose: “Sa pagkakaisa ng mga kooperatiba at ahensya, tuloy-tuloy ang pag-unlad at tagumpay ng sektor ng kooperatiba!”
