The Cooperative Development Authority (CDA) Apayao Field Office actively participated in the Joint Provincial–Congressional Dialogue with Farmers held on February 19, 2026 at the Aliwa Gym, located within the Apayao Provincial Government Center.
The dialogue convened provincial and congressional leaders, national and local government agencies, and farmers’ groups from across Apayao to address pressing concerns affecting the agricultural sector. Among the key issues raised were access to financing, farm productivity and market linkages, infrastructure support, and the strengthening of farmer organizations and cooperatives.

Present during the activity was Eleanor C. Bulut-Begtang, who currently serves as the Chairperson of the House Committee on Agrarian Reform in the 20th Congress. Her leadership in agrarian reform policy plays a crucial role in advancing programs that directly impact farmers, agrarian reform beneficiaries, and rural communities.
During the discussions, CDA Apayao Field Office underscored the vital role of cooperatives in empowering farmers, improving livelihoods, and promoting inclusive growth in rural communities. The CDA highlighted its ongoing programs and services focused on capacity building, institutional development, and enterprise enhancement for agricultural cooperatives. These interventions aim to equip farmers with the tools and knowledge needed to respond effectively to market demands and climate-related challenges.

The activity also served as an important platform for open dialogue, enabling farmers to directly communicate their concerns, insights, and recommendations to policymakers and implementing agencies. Through this engagement, the CDA Apayao Field Office reaffirmed its commitment to working closely with provincial and congressional stakeholders in advancing cooperative development as a key strategy for sustainable agriculture and countryside development.
