In line with its commitment to strengthen organizational performance and ensure the effective delivery of programs and services, the Cooperative Development Authority – Cordillera Administrative Region (CDA-CAR) conducted its Planning and Target Setting Activity on January 14–16, 2026 at the Olive Town Center and Hotel, 99 Lower General Luna, Baguio City.

The three-day activity brought together all CDA-CAR personnel to collectively assess individual and office-wide accomplishments for the Second Semester of Calendar Year 2025, vis-à-vis the targets committed under their respective Strategic Performance Management System (SPMS) commitment reports. The assessment served as a crucial step in evaluating the overall performance of the Office and in reviewing the implementation of programs, projects, and activities against the parameters set in the Work and Financial Plan (WFP).


Through guided discussions and collaborative workshops, participants identified performance gaps, areas for improvement, and lessons learned from the recently concluded period. These insights provided a solid foundation for refining strategies and strengthening operational approaches not only for the current semester but also for the years ahead.
A major highlight of the activity was the crafting of the CDA-CAR Work and Financial Plan for Calendar Year 2026, ensuring that planned targets and corresponding resources are aligned with organizational priorities and available budgets. The activity also covered the re-composition of area and committee assignments and designations, aimed at enhancing efficiency, accountability, and equitable distribution of responsibilities among personnel.


In addition, a policy review was undertaken to revisit existing office policies and identify necessary adjustments to address emerging concerns and operational challenges. Pressing matters were openly discussed, and concrete strategies, catch-up plans, and timelines were identified to ensure the timely and quality completion of deliverables.
As part of the culminating activities, CDA-CAR also conducted an Awarding Ceremony recognizing the Top Performing Personnel for Calendar Year 2025, highlighting exemplary performance, dedication, and commitment to public service.

The awarding ceremony underscored CDA-CAR’s commitment to fostering a culture of excellence, accountability, and appreciation, serving as inspiration for all personnel to continuously strive for higher performance and quality service delivery in the years ahead.
Overall, the Planning and Target Setting Activity provided a valuable venue for CDA-CAR personnel to share insights, best practices, and collective commitments toward achieving the Office’s goals. By fostering collaboration and forward planning, the activity reinforced CDA-CAR’s dedication to efficiency, quality service delivery, and continuous improvement in support of the cooperative sector in the Cordillera Region.
