CDA CAR RE-ORGANIZES CARCDC
In line with the provisions of CDA MC 2022-03, series of 2022, the Cooperative Development Authority, Cordillera Administrative Region Extension Office (CDA-CAREO) spearheaded the re-organization of the Cordillera Administrative Region Cooperative Development Council (CARCDC) last January 23, 2026 at the 2nd Floor, PCMCO Conference Hall, Philex Mines Multipurpose Building, Private Road, New Lucban, Baguio City.

The re-organizational meeting was attended by representatives coming from the following:

- Department of Agriculture represented by Beverly T. Pekas, DMDV;
- National Irrigation Administration represented by Paulita P. Yagyagan, Supervising Development Officer;
- Department of Social Welfare and Development represented by Jessie Chelim, SECC; and
- Cooperative Development Authority represented by its Acting Director Dr. Felicidad R. Cenon PhD;

- Land Bank of the Philippines represented by Julio M. Pagat; and
- Small Business Corp represented by Rodelio S. Ci-o;

The organizational meeting started with a warm welcome from the Acting Regional Director of CDA CAR, Dr, Felicidad R. Cenon. Mr. Julio B. Decaleng, Sr CDS, CRITS, expounded on why there is a need to re-organize the existing CARCDC. While Ms. Marisol S. Sfranes, CDS II, CRITS on the other hand, presented through a power presentation for better understanding the provisions of CDA MC 2022-03.

At the end of the day, the following were duly nominated and elected as the new set of officers of the CRCDC pursuant to CDA MC 2022-03:
Chairperson : Ms. Arlene B, Oyando, PCEDO of Kalinga;
Vice Chairperson : Atty Michael Patting, POCEDO of Mountain Province;
Treasurer : Ms. Ofelia G. Vallencia;
Auditor : Ms. Linnete S. Baucas, President of the Humsn Resource Cluster; and
Secretary : Ms. Vince Laurence Tarnate, President of the CMPL Cluster

To formally install the new set of officers, Dr. Felicidad R. Cenon administered immediately their oath of office. The turnover of any money and or property accountabilities from the outgoing officers to the incoming officers will be held on February 23, 2026 and that the first quarterly regular meeting will be held in Tabuk City, Kalinga on February 26, 2026 to be hosted by the newly installed chairperson, Ms. Arlene B. Oyando.
