CDA-NCREO Conducts Orientation on Financial Products and  Services Consumer Protection Act (RA 11765)

The Cooperative Development Authority-National Capital Region Extension Office                 (CDA-NCREO), in collaboration with the Parañaque Cooperative Development Office (CDO) and the Metro Manila Association of Cooperative Development Officers (MEMACDO), conducted a comprehensive orientation on March 12, 2026. Held at Ruby Hall 1, Max’s Restaurant-Sucat, Parañaque City, the event focused on these two topics: the Financial Products and Services Consumer Protection Act (RA 11765) and the recent CDA Memorandum Circular 2025-08 otherwise known as the Guidelines on the Establishment of Financial Consumer Protection Assistance Management System (FCPAMS) by the CDA Regulated Entities (CDARES). The orientation was well-attended, bringing together 130 cooperative members representing 59 different cooperatives.

         The program commenced with a series of preliminaries led by Ms. Josephine N. Salomon, followed by inspirational messages from CDA-NCREO Regional Director Pedro T. Defensor, Jr., Assistant Secretary Luz H. Yringco, and Atty. Elizabeth O. Batonan of the CDA Head Office.

The activity was designed to achieve the following key goals:

  • Raise awareness of the legal requirements under RA 11765, ensuring cooperatives understand their responsibility in safeguarding the rights of their members as financial consumers;
  • Standardize the management of consumer complaints by introducing FCPAMS under MC 2025-08;
  • Strengthen the Credit Surety Fund (CSF) Program by outlining strategies for micro and small cooperatives to enter into strategic partnerships with larger cooperatives and banks, as guided by CDA MC 2025-07; and
  • Foster a collaborative environment between the CDA and local cooperative development officers to ensure the seamless implementation of these issuances.

Technical Sessions and Key Topics

  • RA 11765 (Financial Products and Services Consumer Protection Act): Facilitated by Chief Jo Ann C. Gamboa, Inspection and Examination Division, CDA-Head Office.  This session detailed the legal framework designed to protect the rights of financial consumers. The orientation emphasized the responsibilities of financial service providers—including cooperatives—to ensure transparency, fair treatment, and effective redress mechanisms for their members.
  • Memorandum Circular 2025-08 (FCPAMS): Director Joselito O. Hallazgo, Credit Surety Fund Service, CDA-Head Office, presented CDA MC 2025-08, also known as the Guidelines on the Establishment of FCPAMS. This system is a critical mandate for cooperatives to institutionalize a structured process for handling consumer complaints and inquiries, ensuring that financial disputes are resolved efficiently at the cooperative level.
  • Memorandum Circular 2025-07 (Strategic Partnerships): Director Hallazgo likewise presented the guidelines for empowering micro and small cooperatives. The strategy involves fostering partnerships with medium and large cooperatives and cooperative banks to increase participation in the Credit Surety Fund (CSF) Program, thereby enhancing the former’s creditworthiness.

The emcee, Mr. William V. Cortez, facilitated the Open Forum that allowed participants to clarify the implementation of the new guidelines.  CDA-NCREO Assistant Regional Director Anastacia A. Hora delivered the closing remarks, reinforcing the agency’s commitment to supporting cooperatives through the regulatory transitions.
