
The Cooperative Development Authority – NCR Extension Office (CDA-NCREO) presented the Credit Surety Fund (CFS) Program of CDA during the Regional Development Council (Full Council) meeting last September 16, 2025 at the MMDA Head Office, Pasig City. The full council includes all mayors and heads of government agencies within the National Capital Region.
Mr. Ryan de Luna, CDS II of CDA-NCREO, presented the salient features of RA 10744 also known as the Credit Surety Fund Cooperative Act of 2015. He discussed how the program enhances access to credit for Micro, Small, and Medium Enterprises (MSMEs) and cooperatives by enabling them to secure loans without the need for traditional collateral.

He further emphasized the benefits of establishing CSF cooperatives, particularly in resource mobilization and building partnerships with Local Government Units (LGUs), Government Financial Institutions (GFIs), and the Bangko Sentral ng Pilipinas (BSP). Mr. De Luna sought the support of the council in the creation of CSF Cooperatives across NCR, stressing their pivotal role in promoting inclusive growth and local economic development.The presentation concluded with the approval of a Resolution by the full council in support to the creation and establishment of Credit Surety Fund Cooperatives in NCR.
