Atty. Nemei S. Santiago is a respected lawyer and public servant whose work reflects dedication to community empowerment, ethical governance, and public service. She earned her Bachelor of Arts in Political Science from the University of Santo Tomas and completed her Juris Doctor degree at San Beda College Alabang. Since 2021, she has served as the Acting Head of the Muntinlupa City Cooperative Development Office, where she leads the city in strengthening cooperativism as a tool for inclusive economic growth and social development.

Under her leadership, the cooperative sector in the City of Muntinlupa has grown through continuous technical assistance, partnerships with national agencies such as the Cooperative Development Authority, and capacity building programs that equip cooperative officers with the knowledge and skills needed to manage their organizations effectively and in accordance with legal requirements.

Her service extends beyond cooperative development. Since 2022, she has also served as the Designated Data Protection Officer of the City Government of Muntinlupa, protecting the privacy rights of citizens and ensuring that the city’s digital governance remains ethical, transparent, and people centered. She consistently participates in specialized trainings on cooperatives, governance, and data protection, demonstrating her commitment to continuous learning, an essential quality of resilient and forward-thinking women leaders.
