Memorandum of Agreement Signing between CDA–NCREO and MLQU School of Law

The Cooperative Development Authority – National Capital Region Extension Office (CDA–NCREO) formally entered into a Memorandum of Agreement (MOA) with the Manuel L. Quezon University (MLQU) School of Law on February 11, 2026, at the MLQU School of Law, Metro Manila, under the Clinical Legal Education Program (CLEP) / CDA Law Awareness Program (CLAP).

The MOA establishes a collaborative framework aimed at strengthening legal awareness on cooperative rights and obligations while providing law students with meaningful exposure to the practical application of cooperative laws. The partnership integrates academic instruction with hands-on experience, allowing student practitioners to engage directly with the cooperative sector under proper supervision.

Under the program, qualified law students from MLQU School of Law will undertake internship and clinical activities with CDA–NCREO. Through this engagement, student practitioners will gain practical experience in regulatory processes, legal research, case evaluation, compliance review, and other functions related to the implementation of the Philippine Cooperative Code of 2008 and related CDA issuances. The program also provides students with the opportunity to deepen their understanding of CDA’s mandate, quasi-judicial functions, and regulatory framework.

For CDA–NCREO, the partnership strengthens its Law Awareness Program by promoting broader dissemination of knowledge on cooperative rights, obligations, governance standards, and regulatory compliance. It likewise contributes to capacity-building efforts within the cooperative sector in the National Capital Region.

The collaboration reflects a shared commitment to developing future members of the legal profession who are knowledgeable in cooperative law and responsive to the needs of the cooperative movement. Through this initiative, CDA–NCREO and MLQU School of Law reaffirm their support for advancing legal education, promoting good governance, and ensuring a legally informed and empowered cooperative sector.
