CDA Reinforces Unified Direction Through Head Office Strategic Alignment and Planning Conference for FY 2026

ILOCOS SUR — On February 4 to 6, 2026, the Cooperative Development Authority (CDA) conducted its Head Office (HO) Strategic Alignment and Planning Conference for FY 2026 in Santiago, Ilocos Sur. The three-day activity aimed to ensure the alignment of HO plans, programs, projects, and corresponding budgetary allocations for FYs 2026–2027 with the Authority’s established plans, particularly the Philippine Cooperative Development Plan (PCDP) 2025–2028, the CDA Strategic Plan 2026–2030, and the Board of Directors Directives for FY 2026. The conference sought to strengthen institutional coherence, enhance inter-service coordination, and reinforce a unified organizational direction anchored on the Agency’s mandate and long-term strategic objectives. The activity was attended by the Officer-in-Charge (OIC) Chairperson, OIC Administrator, Deputy Administrators, Service Directors, Division Chiefs, and support staff.

The conference formally opened with a message from OIC Chairperson Asec. Vergel M. Hilario, who underscored the importance of strategic alignment in collective decision-making. He emphasized that alignment begins with a clearly articulated and shared vision to which all organizational goals must be anchored and from which operational plans should logically emanate. He further highlighted that innovation, and improved results require deliberate changes in processes. His message set the tone for a results-oriented and forward-looking planning exercise.

Regional Director Atty. Frederick Joe N. Robles of Region I delivered the welcome remarks and expressed appreciation for hosting the conference in the region. He emphasized that rationalized and well-structured work plans, anchored on quality service delivery and supported by streamlined and focused performance indicators, contribute significantly to the effective and efficient implementation of programs and services.

An audio-visual presentation prepared by the Planning and Policy Development Division (PPDD) followed, highlighting the attainment of most performance targets for FY 20025, along with key observations and recommendations to further enhance performance targeting and results. This was followed by the presentation of the Budget Utilization Report by Atty. Analiza C. Sulpot, OIC Chief of the Finance Division.

Day 2 focused on the presentation of each HO unit’s Programs, Projects, and Activities (PPAs) for FY 2026 and the corresponding budget proposals for FY 2027. The ensuing open forum centered on assessing alignment with the Authority’s strategic plan and improving proposals to meet the requirements of the Department of Budget and Management (DBM) for endorsement and inclusion in the Proposed People’s Budget for FY 2027.

The final day was devoted to refining, harmonizing, and finalizing the FY 2027 budget proposals and preparing the necessary supporting documents.

In her closing message, OIC Administrator Atty. Ma. Lourdes Pacao reinforced Asec. Hilario’s call to move beyond vertical operational silos by adopting a horizontal, process-oriented approach underscores the need for a paradigm shift toward collective accountability and shared responsibility to ensure that no operational gaps remain unaddressed.

Overall, this conference reaffirmed the importance of aligning plans, activities, and budget proposals with the Agency’s overarching goals to strengthen efficiency, collaboration, and evidence-based decision-making in advancing the cooperative sector.
