The Cooperative Development Authority (CDA) is set to implement the Malasakit sa Kooperatiba Program 2026, a nationwide initiative aimed at providing financial assistance to qualified cooperatives across the country, per Board Resolution No. 076, S-2026.
The program reinforces the CDA’s mandate to promote the viability and growth of cooperatives as instruments of social justice, equity, and inclusive economic development. Through this initiative, cooperatives will receive support to increase their capitalization, sustain operations, expand business activities, undertake livelihood projects, and strengthen their institutional capacity.
Designed as a poverty alleviation mechanism, the program prioritizes micro and small cooperatives—including youth and laboratory cooperatives—enabling them to enhance productivity, improve operational capacity, and generate sustainable income for their members.
The program will be implemented in all seventeen (17) regions nationwide through the CDA Regional Extension Offices (REOs), ensuring wider reach and accessibility for eligible cooperatives.
Strengthening Cooperatives Nationwide
The Malasakit sa Kooperatiba Program seeks to:
- Assist cooperatives and their members in recovering from disasters, calamities, and similar adversities;
- Support the expansion and scaling up of business operations;
- Provide additional capital for new and existing livelihood activities;
- Enhance the capabilities of cooperative officers, members, and staff through training and education; and
- Promote long-term sustainability and resilience in both agricultural and non-agricultural sectors.
Target Beneficiaries
The program is open to qualified micro and small primary cooperatives, particularly those in key sectors such as youth, health, agriculture, and fisheries. This includes youth cooperatives, laboratory cooperatives (through their guardian cooperatives), farmers and fisherfolk groups, and other agriculture-related cooperatives engaged in production and livelihood activities.
Applicants must comply with the requirements set under CDA Memorandum Circular No. 2024-20, including valid CDA registration, certification of compliance, accreditation, and absence of unliquidated financial assistance from the CDA and other government agencies.
Fund Purpose
The financial assistance may be utilized for any of the following purposes:
- Agricultural production (crop, livestock, fishery, and related activities);
- Procurement of agricultural machinery, tools, inputs, and equipment;
- Working capital for business expansion or establishment of new enterprises;
- Consumer inventories;
- Replenishment of biological assets and agricultural produce inventory;
- Purchase of productive equipment;
- Additional capital for relending purposes;
- Training and education-related activities;
- Other purposes as may be approved by the CDA Board of Directors.
Transparent Implementation and Monitoring
Applications shall be submitted to the CDA Regional Extension Offices, where they will undergo evaluation and validation based on established guidelines.
To ensure accountability and effectiveness, beneficiary cooperatives will be required to submit utilization and liquidation reports, while CDA Regional Offices will conduct regular monitoring and post-assistance assessments to measure impact on capitalization, income generation, and membership growth.
The implementation of the program strictly adheres to CDA Memorandum Circular No. 2024-20, existing government accounting and auditing rules, and other relevant CDA issuances.
