CDA’s Credit Surety Fund (CSF) officials and personnel successfully held its annual Mid-Year Assessment and Planning Conference in Bolinao, Pangasinan. Attended by officials and personnel from the head office and regional offices, the activity was spearheaded by CSF Deputy Administrator Atty. Elizabeth O. Batonan together with Director Joselito O. Hallazgo, CSF Division Heads Recto E. Transfiguracion of Technical Assistance Division and Jo Ann C. Gamboa of Inspection and Examination Division. Through a video recording, CDA officials namely USec. Alexander B. Raquepo, Finance Cluster Head ASec. Luz H. Yringco and Administrator ASec. Santiago S. Lim each gave a message of support to all participants.

CDA Regional Extension Office 1 Director Frederick Joe N. Robles welcomed the participants and expressed gratitude to the CSF for considering the island of Bolinao as venue for the activity. He likewise invited the participants to explore some of the tourist sites the province is known for to cap the week-long assessment conference.
The event provided an opportunity for the CSF team to reflect on its progress, invest in its personnel, strategically plan for the future and implement corrective measures to maximize its impact and achieve its objectives for the entire year. Likewise, it enabled the CSF to track the performance of each CDA regional extension office based on the respective targets and actual accomplishments.
Part of the activity is a one-day refresher course – Refreshers’ Enhancement Capacity & Advancement Program for CSF personnel (RECAP-CSF) – which is a continuous training platform for CSF personnel that will help develop and enhance their skills, address the identified weaknesses and provide professional development in alignment with new initiatives and collaboration.

The conference consisted the following activities: (1) reporting of regional accomplishments based on targets in accordance with the work and financial plan and CSF roadmap (2) presentation of gaps in the first semester (3) reporting of catch-up plans for second semester, and (4) discussion on proposed recommendations and action plans to address the issues and concerns in the delivery of the respective tasks of the regional CSF sections. Likewise, the Technical Assistance Division and Inspection and Examination Division provided updates on ongoing programs and collaborations with partner agencies such as proposal for a special loan program for CSF with Land Bank of the Philippines and Agricultural Credit Policy Council, CSF activities such as Membership Expansion Program, Roadshows, Startup Course for CSF Cooperatives, Empowering Micro Cooperatives through the Medium and Large Coooperatives, new guidelines and issuances for CSF as well as updates on Financial Products and Services Consumer Protection Act or FPSCPA related undertakings.

One of the highlights of the conference was a workshop facilitated by CSF Service Deputy Administrator Atty. Elizabeth O. Batonan on root cause analysis, the output of which provided insights on the challenges that currently affect the sustainability and growth of CSF Cooperatives. The activity enabled the participants to identify appropriate, achievable and time-bound action plans to address the identified root causes.
