From Assessment to Action: CDA Charts the Next Phase of Cooperative Development at the 22nd CPAPC

From November 3–7, 2025, the Cooperative Development Authority (CDA) held its 22nd CDA Performance Assessment and Planning Conference (CPAPC) in Talisay City, Metro Bacolod, Negros Occidental. The event was organized by the Office of the Chairperson and the OIC Administrator and the Planning and Policy Development Division, and hosted by the newly established CDA Negros Island Region (NIR) Extension Office. OIC-Regional Director Augusto Salvador P. Balles welcomed the participants to this week-long conference, which served as a vital platform for reviewing the Authority’s performance from January to September 2025 and finalizing the strategic goals that will guide cooperative development over the next five years.

Assessing Performance and Strengthening Governance

The first two days focused on the annual Management Review, a core activity of CDA’s Quality Management System (QMS). Sessions evaluated actions from previous management reviews, internal and external factors affecting the QMS, results of the employee and customer satisfaction surveys, performance assessment, internal quality audit findings, adequacy of resources, and opportunities for improvement.

Participants also received updates on FY 2025 fund utilization, implementation of the Financial Assistance Program, Koop Kapatid Program, Handholding Program, and Merger and Consolidation Program, as well as the Authority’s responses to Audit Observations for FY 2024.

Crafting the CDA Strategic Plan 2026–2030

From the third day onward, the conference transitioned into Strategic Planning Workshops, led by Ms. Mary Jane O. Rosales, Strategic Planning Consultant, and Mr. Ryan F. Barcelo, Head of the Technical Working Group.

Participants refined outputs from earlier workshops, including the CDA’s core values and organizational priorities, and finalized strategies, key performance indicators, and Programs, Projects, and Activities (PPAs). They also developed the Authority’s Balanced Scorecard, aligning performance measures and targets with key initiatives. This structured approach ensured that the strategic plan reflects a coherent vision for the agency’s future direction.

Recognizing Top Performing Regional Extension Offices

The conference also celebrated the achievements of Regional Extension Offices (REOs) throughout the year. Awards provided by each Service at the Head Office included:

  • Best in CSF Program Delivery
  • Koop Kapatid Partnership Excellence Award
  • Outstanding REO in Memorandum Compliance
  • COC Service Efficiency Award
  • Merger and Consolidation Registration Champions
  • Regional Leader in Cooperative Registration
  • Fully Staffed REO Award
  • Support to the Programs, Initiatives, and Mandate of the Legal Affairs Service
  • REO with the Highest Number of Nominees and Winners in the Primary Cooperative Category during the CDA Gawad Parangal 2025

The highlight of the recognition program was the awarding of the Most Compliant Regional Extension Office and the Regional Target Achiever Award. The Most Compliant REO recognized timely, accurate, and complete report submissions, awarded to the Regions IX, X, XI, and XIII Extension Offices. The Regional Target Achiever Award honored the attainment of set regional goals and targets from January to September 2025, with 1st Place: Region VIII, 2nd Place: Region VI, and 3rd Place: Region XI.

Chairman’s Hour: Leadership Insights

During the Chairman’s Hour, Usec. Alexander B. Raquepo delivered an inspiring message on points to ponder for a CDA winning team.  He urged participants to avoid complacency, maintain a positive attitude, take initiative, foster respect and trust, and pursue continuous improvement with careful deliberation. He also highlighted some strategic planning mistakes, such as lack of integration and “not thinking big enough,” emphasizing that CDA’s foremost duty is to satisfy its clients and stakeholders.

Asec. Luz H. Yringco closed the CPAPC by reminding participants that the real work begins with implementing the plans they crafted together. She commended their dedication, encouraged continued collaboration, and expressed gratitude to the members of the Technical Working Group, Consultant, and all attendees. The CPAPC concluded as both a moment of reflection and a reaffirmation of CDA’s commitment to excellence, collaboration, and innovation, advancing cooperative growth and resilience nationwide
