PARAÑAQUE CITY – The Cooperative Development Authority (CDA) through the Supervision and Examination Division (SED) conducted the training on Cooperative Accounting and Taxation under its Ladderized Certification and Capacity Building Program (LCCBP) for Inspectors/Examiners from July 20-23, 2026, at Parañaque City. The activity gathered participants who have been certified as Level 1 Inspectors/Examiners under the Authority’s LCCBP.
The training aimed to strengthen the technical competencies of inspectors/examiners in financial examination, accounting analysis, and taxation compliance of cooperatives. It forms part of the CDA’s continuing efforts to enhance the capabilities of its regulatory personnel and ensure the effective implementation of cooperative laws, rules, and standards.
The four-day program covered key topics on cooperative accounting, financial reporting, taxation, and fraud audit. Sessions included discussions on the Philippine Financial Reporting Standards (PFRS) and the Standard Chart of Accounts (SCA) for Cooperatives, as well as the Enhanced PESOS, providing participants with updated knowledge and practical tools for financial examination and regulatory oversight.
Participants also attended lectures on Fraud Audit in Cooperatives, focusing on fraud detection, prevention, and forensic investigation, and Cooperative Taxation, which covered the foundations of cooperative taxation, taxation of multipurpose cooperatives, and tax issues involving digital transactions and e-commerce. These sessions were designed to enhance participants’ ability to assess compliance, identify financial irregularities, and formulate sound regulatory recommendations in the performance of their duties.
To reinforce discussions, the participants engaged in simulation exercises, case build-up discussions, and workshop sessions that allowed them to apply concepts and analytical techniques to practical examination scenarios. The applied learning activities further developed their competencies in evaluating cooperative financial records and addressing issues commonly encountered during inspections.
The training is one of the specialized courses under the LCCBP, which seeks to progressively develop the competencies of inspectors/examiners through structured learning and professional certification. By equipping regulatory personnel with updated knowledge and practical skills in cooperative accounting, taxation, fraud detection, and financial examination, the Authority continues to strengthen its capacity to promote transparency, accountability, and sound financial management across the cooperative sector.
