QUEZON CITY — The Supervision and Examination Division (SED) successfully conducted the Bootcamp on Regulatory Protocols on June 22-25, 2026 at Tribute Hotel, Quezon City, bringing together personnel from the Supervision and Examination Section (SES) of the CDA Regional Extension Offices (REOs).
The four-day workshop activity served as a platform for enhancing the knowledge, skills and operational effectiveness of personnel engaged in the implementation of the Authority’s regulatory functions. It also provided an opportunity to review and harmonize existing workflows, regulatory procedures, performance standards and operational protocols governing the delivery of services by SED-SES personnel.
In her opening remarks, Ms. Mildred S. Esguera, Director of the Registration, Supervision and Examination Service (RSES), underscored the importance of strengthening regulatory protocols and compliance efforts across the organization. She noted that despite the volume of work being undertaken, improving compliance ratings remains a continuing challenge. Director Esguera highlighted initiatives such as COC on Wheels as effective strategies for enhancing compliance and bringing services closer to cooperatives. She also encouraged participants to remain proactive and responsive in addressing regulatory concerns.
The bootcamp aimed to deepen participants’ understanding of the workflows, regulatory procedures, performance standards, and policy issuances that govern the implementation of the CDA’s regulatory functions. It also sought to strengthen their commitment to compliance, accountability, collaboration, and the consistent application of established protocols while enhancing their capacity to implement standardized procedures and process improvement measures in regulatory activities.
One of the major highlights of the bootcamp was the presentation of accomplishment by the SES covering the first semester. Participants shared their achievements, discussed challenges encountered in fulfilling their commitments and presented innovative approaches and best practices implemented in their respective offices to improve regulatory services and operational efficiency. The presentations also provided an avenue for knowledge sharing among REOs, allowing participants to learn from one another’s experiences and successful initiatives.
In his message of support, Dr. Emmanuel M. Santiguel, Administrator, underscored the vital role of the SED-SES as the regulatory arm of the Authority. He acknowledged that while many view regulators as watchdogs of cooperatives, their role extends beyond enforcement.
“Regulatory efficiency is not about creating hurdles for our cooperatives. It is about providing them with a stable and transparent environment […] where they grow and thrive,” he said.
Dr. Santiguel further expressed his hope that participants would leave the activity with greater clarity, consistency and integrity in carrying out their responsibilities. He emphasized the Authority’s vision of delivering smooth, reliable and prompt public service, noting that organizational harmony is essential in ensuring action on cooperative concerns.
Meanwhile, Usec. Alexander B. Raquepo, Chairperson, highlighted valuable leadership lessons drawn from recent events in the country. He emphasized that the safety and well-being of personnel must always come first, stressing that no accomplishment is worthwhile if employees are not safe and healthy. He also reminded participants to prioritize organizational interests above personal interests and encouraged them to remain focused, determined and committed to excellence in the performance of their duties.

In her closing remarks, Atty. Elizabeth O. Batonan, Deputy Administrator, RSES, expressed her appreciation for the active participation and valuable contributions of all attendees. She noted that the presentations provided management with a clear picture of the realities faced by personnel in the REOs and demonstrated the dedication and hard work of SED-SES teams.
Atty. Batonan also commended the innovative practices introduced by the REOs and acknowledged the challenges encountered by personnel in carrying out their regulatory functions. She assured participants that management recognizes these concerns and remains committed to addressing them to further improve the delivery of regulatory services.
The successful conduct of the Bootcamp on Regulatory Protocols reflects the Authority’s continuing commitment to strengthening regulatory governance, enhancing operational efficiency and promoting a culture of accountability and continuous improvement in support of sustainable growth and development of cooperatives nationwide.
