SANGGUNIANG PANLALAWIGAN OF DAVAO DEL NORTE HONORS 2025 GAWAD PARANGAL AWARDEE DAVAO DEL NORTE CSF COOPERATIVE
The Sangguniang Panlalawigan of Davao Del Norte during its 23rd Regular Session held on December 6, 2026 in Tagum City, issued Resolution No. 1268 “Commending and Congratulating the Davao del Norte Credit Surety Fund Cooperative (DDNCSF) for being awarded as the Most Outstanding CSF Cooperative in the 2025 Gawad Parangal Award”.
DDNCSF, registered with CDA on August 22, 2026, garnered the top place among other CSF cooperative nominees during the momentous event held on October 24, 2025, in Novotel Hotel in Quezon City. The award was given to CSF cooperatives in recognition of their exemplary performance and for delivering services to MSME members, NGOs, cooperatives and the community.
The Resolution, authored and filed by Hon. Ronald S. Eliot, RMP, and sponsored by Hon. Ariel S. Macla and Hon. Helen Mae I. Discaya, cited DDNCSFC’s success in facilitating the “release of over Two Billion and 400 million Pesos (Php2.4 Billion) in loans to twenty-four (24) qualified member-cooperatives, significantly contributing to the expansion of economic activities in the Province, since its inception in 2009”.
The Resolution likewise recognized the CSF program’s support to the “Provincial Government’s poverty alleviation goals, and provided crucial training and capability enhancement programs in credit evaluation, risk management, and good governance, thereby strengthening the capacity of participating entities.”
The CSF program was conceptualized by the Bangko Sentral ng Pilipinas and was launched in 2008 as a financial inclusion mechanism to increase the creditworthiness of the unbanked and underserved micro, small and medium enterprises (MSMEs), including the cooperatives. It was institutionalized through the passage of Republic Act No. 10744 (RA No. 10744) or the Credit Surety Fund Cooperative Act of 2016. The law provides for the creation and organization of CSF Cooperatives to manage and administer the CSF as a credit enhancement tool for its member-cooperatives/NGOs and MSMEs. Since the law’s enactment, the CDA has registered a total of fifty-one (51) CSF Cooperatives nationwide.
