MASBATE CSF COOPERATIVE GEARS UP ITS OPERATION WITH
A LAUNCHING PROGRAM AND START UP COURSE SEMINAR
The Masbate Credit Surety Fund Cooperative (MCSFC) recently conducted a twin activity signaling the Cooperative’s readiness to serve its member-entrepreneurs and jumpstart its operation as a full-fledged cooperative.
Registered in December 23, 2025, the Masbate CSF Cooperative (MCSFC) had its launching program on June 9, 2026 facilitated by CDA Region V CSF personnel headed by Senior CDS Erlinda N. Valera, by CDS II Lady Lorebeh S. Bernal and CDS II Atty. John Paul D. Arranzado. The program was attended by MCSFC’s stakeholders – Atty. Allan B. Cos, member, Sangguniang Panlalawigan of Masbate representing the Office of the Governor and Ms. Gemmalyn C. Fajardo, Manager, Land Bank-Masbate Branch, who both expressed wholehearted support to the CSF program. CDA Finance Cluster Head Assistant Secretary Luz H. Yringco sent a video message expressing her support and gratitude for the determination and hard work of the officers to ensure the registration of MCSFC. The occasion was followed by a General Assembly meeting to elect the set of Board of Directors and Committee officers. Deputy Administrator for CSF Atty. Ma. Lourdes P. Pacao administered the oath taking ceremony of elected officers witnessed by other member-primaries and CSF personnel from the head office and extension office.
MCSFC outgoing Chairperson Dra. Maria Corazon O. Huyo-A expressed gratitude to all the members of the cooperative, who painstakingly gave their collective efforts to see the realization of the cooperative’s eventual registration with CDA despite challenges. In response, Dr. Rufino Bartolabac, accepted the challenge that come with being elected as the Chairman of the Board of Director, expressing his commitment, with a vision to duplicate if not surpass the achievements of Davao City CSF Cooperative as shown in an audio video production showcasing its humble beginnings and best practices that contributed to its success.
The launching program was immediately followed by a one day Start Up course orientation facilitated by CSF Section of Region V conducted on June 10, 2026. It was attended by close to 100 members of the MCSFC as well as potential primaries that can be enjoined as new members of the cooperative. The orientation covered topics which are necessary for MCSFC in preparation for the start of their operation as a CSF Cooperative. Serving as resource speakers were DA Atty. Pacao who discussed the Five-Year CSF Roadmap for 2024-2028, Chief Recto E. Transfiguracion and Supervising CDS Mary Grace I. Cinco with topics on governance, management, and surety operation as well as CDA’s newest strategic mechanism to encourage more members to join the CSF – Membership Expansion Program. A question and answer portion immediately followed after each set of topics, with queries ranging from policy on trust fund income, quorum requirement, procedures on account opening for share capital and investments, and permits from relevant government agencies to operate as a legal entity.
The event ended with a pledge of commitment to join the MCSFC from three (3) primary cooperatives and a contribution of P100,000.00 each, or a combined contribution of P/300,000.00 for the MCSFC fund.
Prior to the back to back activity, the CSF contingent paid a courtesy call to Masbate City Provincial Administrator Dr. Adonis C. Dilao on June 8, 2026 accompanied by Field CDSes Isidro Navea, Atty. Arranzado and assisted by Provincial Cooperative Development Officer Ruel Mars Apoya. Dr. Cos was oriented on the basic concepts of the credit surety fund program, along with the potential benefits to the micro, small and medium enterprises in the locality, as well as the program’s milestones since its inception in 2009 to the current time. The meeting ended with Dr. Cos expressing interest for the program and the gains it will bring to the community in terms of livelihood opportunities and robust economic activity. The CSF team pledged to conduct a more comprehensive orientation to the City Mayor’s office and officials in the immediate future.
