Leading with Order: CDA Region 10 Trains LDN Cooperatives in Parliamentary Procedure

On June 13, 2025, the Cooperative Development Authority (CDA) Region 10, in partnership with the Provincial Cooperative Office (PCO) of Lanao del Norte, conducted a training on Parliamentary Procedure at the MCC Function Hall. The initiative was earmarked early in the second quarter by the PCO, reflecting its commitment to strengthening cooperative governance in the province.

PCO Head Ms. Minda V. Regis welcomed participants by emphasizing the importance of structured meetings, especially in a province where cooperative gatherings are held frequently. She highlighted that well-managed discussions are key to reaching sound decisions and maintaining order within organizations.

Mr. Nizar R. Pangalian, CDA Region 10’s CRITS Head, provided the rationale behind the training, stressing that Parliamentary Procedure is more than a set of rules, it upholds democratic values, protects minority rights and ensures every cooperative member can participate meaningfully. His message set the tone for a training grounded in both principle and practice.

Leading the technical session was Mr. Edwin B. Pelosas, CDA Region 10’s CPDAS Head, who broke down Robert’s Rules of Order into practical steps for cooperative use. The session concluded with a hands-on simulation, where cooperative members took on the roles of Chair and Secretary, putting into practice what they learned by conducting a mock meeting. This exercise gave participants a valuable opportunity to test their understanding and build confidence in facilitating real cooperative sessions.

Overall, CDA Region 10 and PCO LDN reaffirmed their commitment to building stronger and democratic cooperatives. By equipping cooperative members with practical skills and a deeper understanding of structured meetings, the training session set the foundation for more orderly, inclusive, and results-oriented assemblies—firmly rooted in the true spirit of cooperative governance.
