CDA Convenes 21st CPAPC to Strengthen Strategic Accountability and Performance

The Cooperative Development Authority (CDA) successfully conducted its 21st CDA Performance Assessment and Planning Conference (CPAPC) last July 28 to August 1, 2025, in Lapu-Lapu City, Cebu. This institutional gathering brought together over 80 CDA officials and personnel—including members of the Board of Directors, the Administrator, Deputy Administrators, Regional Directors, Service Directors, Division Chiefs, and other key staff—for a united effort to assess mid-year performance and reinforce a culture of strategic accountability.

In celebration of the International Year of Cooperatives 2025, the five-day conference underscored the global call to advocate for supportive frameworks, urging the creation of enabling legal and policy environments that fortify cooperatives and amplify their contribution to sustainable development. Serving as a consultative platform, the 21st CPAPC likewise assessed the Authority’s accomplishments as of June 30, examined operational bottlenecks in the implementation of major programs and projects, and recalibrated strategies to ensure the effective and timely attainment of annual targets.

 

Region VII Extension Office Director Cristina H. Villamil, welcomed participants and emphasized the critical role of the CPAPC in sharpening CDA’s institutional focus and impact. Key discussions centered on priority areas such as regional and national physical and financial performance reports; updates on the implementation of the Merger and Consolidation Program, Koop Kapatid, COC on wheels, NTF-ELCAC-related commitments, strengthened partnerships with local government units, progress on the proposed CDA Phase II Reorganization Plan, review of Memorandum Circulars and compliance with recent Presidential Directives. The event also featured open forums that encouraged insights and actionable recommendations.

One of the major highlights of the conference was the Training Workshop on Strategic Performance Management System (SPMS), facilitated by Ms. Eva F. Olmedillo, former Director of the Civil Service Commission. The training aimed to build CDA’s institutional competence in performance planning, monitoring, and reporting—reinforcing the values of results-based management and individual accountability. Workshops were also conducted to streamline the Office and Individual Performance Commitment and Review (OPCR/IPCR) Forms in line with the Authority’s 2026 Program Expenditure Classification.

During the Chairman’s Hour, Usec. Alexander B. Raquepo underscored the link between employee well-being and public service delivery. He emphasized that fulfilled and engaged employees are the foundation of effective and responsive governance. His message focused on four key drivers for organizational success: continuous talent development, timeliness, tenacity, and teamwork. He also highlighted the importance of strategic leadership—placing the right people in the right roles, enhancing internal communications, and creating a workplace culture that is informed, inspired, included, and immersed.

Administrator Asec. Santiago S. Lim, in his closing message, reiterated the agency’s firm commitment to excellence, accountability, and meaningful reform. He presented a series of immediate directives to further strengthen compliance monitoring, improve regional budget utilization, organize quarterly Coconut Farmer’s Cooperative Summits among the major island regions, and integrate the Negros Island Region into the organization’s monitoring and reporting systems. He also emphasized the importance of clarifying institutional mandate and inter-agency engagement, reinforcing Human Resource and organizational readiness, advancing financial planning and execution, facilitating effective monitoring and support for REOs, and triggering effective agency-wide monitoring and evaluation. He called on the entire CDA workforce to serve as the engine of inclusive progress and deliver measurable, cooperative-driven outcomes that leave a lasting impact on the communities they serve.

The 21st CPAPC was organized by the Office of the Chairperson, the Office of the Administrator, and the Planning and Policy Development Division (PPDD), in partnership with the Region VII Extension Office as the host region.
