CDA Head Office Reviews Mid-Year Performance for FY 2025

The Cooperative Development Authority (CDA) successfully conducted its Head Office FY 2025 Mid-Year Assessment Conference on July 2–4, 2025, in Batangas City. Led by the Office of the Administrator (OFAD) and the Planning and Policy Development Division (PPDD), the conference served as a platform to assess the performance of various services and divisions, track agency-wide progress, and ensure that Programs, Projects, and Activities (PPAs) remain aligned with the CDA’s strategic goals and priorities.

CDA key officials–including Usec. Alexander Raquepo, Chairperson, Asec. Santiago Lim, Administrator, and Atty. Mona Liza Arriba-Juarez, Deputy Administrator of General Administration and Support Service (GASS)–graced the activity and emphasized the importance of continuous improvement, shared accountability, and strategic foresight in delivering on the Authority’s goals for 2025. They also reaffirmed the vital role of the cooperative sector in national development and CDA’s responsibility in strengthening its institutional support.

The three-day conference featured comprehensive presentations of major external services and discussions on process improvement and service delivery enhancement from each service. To further strengthen the agency’s quality management initiatives, a Training Course on Root Cause Analysis (RCA) and Corrective Action Formulation was conducted by Quality Management Expert Ms. Mary Glory Caunin. The training equipped participants with practical tools, such as the Fishbone Diagram and the “5 Whys” technique, for systematically identifying the root causes of nonconformities and developing effective corrective and preventive measures. Central to the assessment were the presentations detailing the first-half accomplishments, including key observations and recommendations as well as the financial performance and fund utilization of each service.

The conference not only marked a midpoint review of Head Office’s FY 2025 performance but also underscored the importance of unity, collaboration, and proactive leadership. The insights and commitments shared during the event are expected to guide each service in improving its strategies and achieving its goals for the rest of the year.
