CDA Holds Successful 3rd Electronic Cooperative Clinique Program (E-CoopCLiP)

June 14, 2024 – The Cooperative Development Authority (CDA), through its Registration, Supervision, and Examination Service (RSES), successfully concluded the third segment of its innovative Electronic Cooperative Clinique Program (E-CoopCLiP). Themed “Cooperatives: Growing Together, Growing Stronger,” the program marked a significant step forward in the CDA’s strategy to leverage virtual platforms and for the CDA to engage with the agricultural sector. The program empowers associations by facilitating communication between cooperatives and relevant government agencies and eliminates geographical limitations, allowing for broader participation and improved access to essential services.

The third segment of E-CoopCLiP was a collaborative effort between the CDA, the Department of Agriculture (DA), and the National Irrigation Administration (NIA). The event featured distinguished speakers, including Mr. Xerxees “Cocoy” Remorozo from the DA and Mr. Martin Tacloban from the NIA, wherein they have presented highlighted programs of their respective Offices. Over 100 representatives from Agricultural Cooperatives and Irrigators/Farmers’ Associations actively participated in the program.

Atty. Ma. Lourdes P. Pacao, Deputy Administrator of CDA-RSES, warmly welcomed participants and encouraged them to engage with the program actively. Following her remarks, CDA Administrator Assistant Secretary Santiago S. Lim emphasized the importance of programs like E-CoopCLiP in facilitating direct communication between cooperatives and government agencies. He highlighted the benefits of registering as cooperatives and encouraged participation in the cooperative movement to address communities’ economic, social, and cultural needs.

Undersecretary Joseph B. Encabo, CDA Chairman, delivered the keynote address, expressing his gratitude to all participants and commending the collaboration with the DA and NIA. He stressed the CDA’s commitment to connecting citizens with government agencies through the internet-based E-CoopCLiP project. He stressed the vital role of the letter “E” in E-CoopCLiP, proposing that it symbolizes the Expansion of knowledge, the Expansion of Collaboration, and an External approach that unites everyone. He hoped “E” could also represent Excellence for the CDA, DA, and NIA.

The DA’s presentation focused on its three-year Digital Transformation Plan, encompassing production, product standardization, marketing, research and development initiatives, and credit facilities programs. This plan aligns with President Ferdinand Marcos’ directive for digitizing government services, making them more responsive and accessible.

The NIA’s presentation centered on establishing and developing Irrigation Service Cooperatives (ISCs). A key highlight was the successful partnership between CDA and NIA to enhance Irrigators’ Associations’ operational efficiency, promote sustainable agricultural practices, and foster economic growth through cooperative enterprises. As of May 15, 2024, this collaboration has successfully registered 84 cooperatives.

Beyond informative presentations, E-CoopCLiP prioritizes open communication and personalized assistance. Following the presentations, dedicated one-on-one consultation sessions addressed participants’ specific concerns. Virtual breakout rooms, staffed by CDA, DA, and NIA personnel, ensured focused support for each agricultural cooperative. This interactive format effectively addressed their most pressing technical needs.

At the end of the event, Director Mildred from RSES acknowledged the contributions of the Department of Agriculture and National Irrigation Administration. She emphasized the importance of working together to improve food sustainability and security through cooperative endeavors.
