In 2009, the Cooperative Development Authority (CDA) started its three (3) year journey in its bid to be granted a certification from the International Organization for Standardization (ISO). This was brought about by the call of the government for all its departments, bureaus and other agencies to be ISO certified, with CDA as one of the identified agencies to undergo the rigorous process of audit, document and records control and government quality procedures.
On December 12, 2012, the CDA Central Office and the Manila Extension Office finally got its ISO Certification and it was formally conveyed to CDA on December 20, 2012 by the TuVRheinland Philippines Inc., represented by its Chief Operating Officer Mr. Tristan Arwen G. Loveres, with the support and technical assistance of Development Academy of the Philippines (DAP), headed by President Antonio D. Kalaw. Present also during the formal awarding were partners of the CDA in this endeavor: COOP-NATCCO Partylist Representative Cresente C. Paez, Department of Budget and Management (DBM) Director Clotilde L. Drapete and Director of the Philippine Business Registry (PBR) Mr. Ernane Dionisio. The ISO certification is for the registration process of cooperatives. In his acceptance speech, Chairman Emmanuel Santiaguel stressed that “this ISO Certification is the most invigorating gift an institution could ever have. A ï¬tting reward for all our pains and hard labors for this year. Nothing is sweeter than letting all the doubters know that indeed CDA is doing the right thing and “doing it the right way”.
With this ISO certification, the CDA is confident that it will encourage the public to be more open and optimistic to the view or impression of CDA, specifically providing public service to the people. Hand-in-hand the ISO certification, the CDA also has a Citizen’s Charter and is also practicing the 5S Housekeeping: 1) Sort, 2) Straighten, 3) Sweep, 4) Standardize, and 5) Sustain.
This undertaking would not have been possible without the support and leadership of the CDA Chairman, Hon. Emmanuel M. Santiaguel, Ph.D., who pushed the ISO Technical Working Group (TWG) to move forward and urge CDA personnel to do its best to achieve this most awaited certification.
