CDA Officials and Employees Embrace Artificial Intelligence (AI) in the Workplace

In a significant move toward digital transformation, over 260 officials and employees of the Cooperative Development Authority (CDA) participated in the agency’s inaugural training on the use of Artificial Intelligence (AI). Conducted in partnership with Maroon Studios, Inc. and the Information and Communication Technology Division (ICTD), the 4-hour online session aimed to enhance practical knowledge and ethical awareness in the application of AI across daily operations. This activity is part of the implementation of the Office Order No. 2025-02: Policy On The Use Of Artificial Intelligence (AI) In The Conduct Of Work And Official Functions, issued on April 8, 2025. Among CDA’s officials who attended were Asec. Vergel Hilario and NCR Regional Director Pedro Defensor. The session was moderated by Mario Tuscan Naz, Chief of ICTD.
The event opened with an inspiring video message from Administrator Santiago S. Lim, who emphasized the agency’s proactive stance on AI adoption. He stated:
“AI will not replace you—it will empower you. It will not take your job, but it will allow you to focus on what only humans can do: think critically, serve with empathy, build trust, and lead with heart.”
Administrator Lim reaffirmed the CDA’s commitment to becoming an AI-ready organization while nurturing AI-capable cooperatives in alignment with the Philippine Cooperative Development Plan 2025–2028. He further highlighted that AI is not merely a trend but a strategic enabler in reshaping roles and delivering more responsive public services. As a showcase of AI capabilities, an AI generated audio of Asec. Lim’s speech was also presented.

The training covered key topics, including the basics of AI, its types, and its wide-ranging applications, such as research, document drafting, data analysis, process automation, scenario building, and content creation. A major highlight was the hands-on demonstration of Gemini AI, Google’s generative AI platform, showing its integration into Gmail, NotebookLM, and Google Workspace tools. Participants also explored Google Vids, a new AI-assisted tool for producing engaging video presentations.

Crucial discussions were held on the ethical and responsible use of AI, addressing concerns around data privacy, risky tools, and accountability, thus reinforcing CDA’s values of transparency and trust in digital transformation.

As the CDA embarks on its Phase II Reorganization Plan, which includes hiring over 500 new personnel in the next three years, this training serves as a cornerstone in shaping a smarter, more capable CDA.

The training also featured a detailed presentation on the CDA’s internal policy for the use of Artificial Intelligence, spearheaded by the Information and Communication Technology Division (ICTD). The policy outlines the rationale and objectives behind adopting AI in CDA operations, reaffirming the agency’s commitment to responsible, transparent, and innovation-driven technology use. It cites both national and international legal frameworks as the basis for ethical AI implementation. The policy defines the scope of its application, enumerating AI tools approved for official use, and specifies the permissible functions for which AI may be employed, such as drafting documents, analyzing data, and automating routine processes. At the same time, it identifies prohibited uses and high-risk AI tools that may compromise security or ethical standards. To ensure accountability, the policy also establishes mechanisms for monitoring, compliance, and responsible user conduct.

The event concluded with an engaging Q&A session, leaving participants with renewed confidence and a shared commitment to innovation. With visionary leadership, strategic partnerships, and a forward-thinking workforce, the CDA is poised to lead the integration of AI for a modern, efficient, and human-centered public service.
