CDA Receives Recognition From The Government Quality Management Committee (GQMC)

The Cooperative Development Authority, along with 179 government offices, was awarded a Certificate of Recognition by the Government Quality Management Committee during the 4th Recognition Ceremony for Government Organizations with ISO 9001:2008 Quality Management System Certification held on November 10, 2016 at the Land Bank Plaza in Malate, Manila.

Vice-President Maria Leonora “Leni” G. Robredo was the Guest of Honor during the ceremony.  In her message to the awardees, she said, “I see in you the way to bring back the honor to the word public servant.  When those who fill-up government offices consider their work as a chance to change the world for the better everyday, when they shun mediocrity and embrace excellence, we can face any challenge and solve any problem.” She added that she knew “that it took more than dedication, hard work, sacrifice and sleepless nights to attain the coveted certification.”

According to the Vice-President, this will further cement the country’s position in Asia and the Pacific as a sector for excellence for public sector productivity – a title we achieved last year after Singapore and China.  That the country is already enjoying the results of the hardwork of the ISO-certified agencies because the Philippines’ ranking in the World Economic Forum Global Competitiveness Index for 2015-2016 improved by 38 points.  Similarly, the country moved in the World Bank’s Ease of Doing Business rank from 103-99 this year.

Department of Budget and Management (DBM) Secretary Benjamin E. Diokno and Chairman of the GQMC congratulated the awardees for their achievement because they have proven that it is not only the private sector that can comply with international standards but also the public sector.  He challenged them not only to steadfastly commit to deliver quality service but continue to improve on it.  The GQMC is composed of the DBM Secretary as Chairman, the Secretary of the Department of Trade and Industry (DTI) as Co-Chairman, Secretary of the Department of Interior and Local Government (DILG), Deputy Executive Secretary, Office of the President-Internal Audit Office and President of the Development Academy of the Philippines (DAP), as members.

The Cooperative Development Authority started its ISO 9001:2008-certification journey in 2009 and was certified in 2012 pursuant to Executive Order 605 (Institutionalizing the Structure, Mechanisms and Standards to Implement the Government Quality Management Program, Amending for the Purpose Administrative Order No. 161, s.2006), s. 2007.  In 2015, all its Extension Offices were certified.
